3 INTRODUCTION This is a presentation on the;
Overview of the Strategic Plan for the period 2015/2020 2017/18 Projects and Interventions involving Provinces 2017/18 Annual Performance Plan Budget Allocations for the 2017/2020 Medium Term Expenditure Framework (MTEF) and the 2017/18 (Current) Financial Year The 2015/2020 Strategic Plan was tabled in Parliament on the 11th of March 2015. Since its tabling, only the strategic objectives have been revised in line with the assessment feedback from the National Treasury and the Department of Planning, Monitoring and Evaluation (DPME). The 2017/18 Annual Performance Plan was tabled in Parliament on the 8th of March 2017.

4 SCOPE OF THE DPSA’S WORK (1)
The Department plays a major policy role in establishing norms and standards for the Public Service, which ensure that service-delivery mechanisms, integrated systems and access, human resources, institutional development and governance initiatives are responsive to the needs of the citizens. Due to the central role that it plays, the Department’s work therefore mainly involves and affects all national and provincial departments. In future work also affects municipalities and through the implementation of the Public Administration Management Act of 2014, which seeks to establish a uniform system of public administration (all spheres of government) that will ensure that common norms and standards are achieved at all government levels.

5 SCOPE OF THE DPSA’S WORK (2)
Over the years the department has provided policy implementation support through the development and issuing of guidelines, frameworks as well as the provision of technical support to departments. Over the MTEF the department will strengthen the monitoring of the implementation of its policies by national and provincial departments. Another key focus will be the development of norms and standards to improve evenness and standardization of policy implementation as well as improve compliance

6 ALIGNMENT OF THE STRATEGIC PLAN AND ANNUAL PERFORMANCE PLAN TO THE NATIONAL DEVELOPMENT PLAN (NDP) AND THE MEDIUM TERM STRATEGIC FRAMEWORK (MTSF) The 2015/2020 Strategic Plan has been informed by the NDP in particular Chapter 13 which identifies key actions to be implemented by the DPSA towards the realisation of: “An efficient, effective and development oriented public service” The NDP has been translated into the 2015/2019 MTSF which has identified key actions to be implemented and monitored during the 5 year period. The DPSA’s 2015/2020 Strategic Plan is also informed by the work done by the Department as informed by the Constitutional and Legislative Mandates. The 2017/18 APP is aligned to the Medium Term Strategic Framework (MTSF) and also includes other projects and interventions linked to the DPSA’s Mandate and Policy Priorities.

7 CONSTITUTIONAL AND LEGISLATIVE MANDATES
The Department of Public Service and Administration draws its mandate from Section 195 (1) of the Constitution, and the Public Service Act (PSA) of 1994, as amended. CONSTITUTIONAL MANDATE According to Chapter 10 (s 195[1]) of the Constitution of the Republic of South Africa, Public Administration must be governed by the following 9 democratic values and principles enshrined in the Constitution: A high standard of professional ethics must be promoted and maintained; Efficient, economic and effective use of resources must be promoted; Public administration must be development–oriented; Services must be provided impartially, fairly, equitably and without bias; People’s needs must be responded to, and the public must be encouraged to participate in policy making; Public administration must be accountable; Transparency must be fostered by providing the public with timely, accessible and accurate information; Good human-resources management and career-development practices, to examine human potential, must be cultivated; and Public administration must be broadly representative of the South African people, with employment and personnel management practices based on ability, objectivity, fairness, and the need to redress the imbalances of the past to achieve broad representation.

8 CONSTITUTIONAL AND LEGISLATIVE MANDATES (2)
In terms of the Public Service Act of 1994, as amended, the Minister for the Public Service and Administration is responsible for establishing norms and standards relating to; The functions of the public service; Organisational structures and establishments of departments and other organisational and governance arrangements in the public service; Labour relations, conditions of service and other employment practices for employees; The health and wellness of employees; Information management ; Electronic government in the public service; Integrity, ethics, conduct and anti-corruption; and Transformation, reform, innovation and any other matter to improve the effectiveness and efficiency of the public service and its service delivery to the public.

9 CONSTITUTIONAL AND LEGISLATIVE MANDATES (3)
The Public Administration Management Act, 2014 seeks to promote the values and principles contained in section 195(1) of the Constitution of the Republic of South Africa, 1996 by establishing a framework that creates a unified system of public administration that traverses all three spheres of government. The Public Administration Management Act provides for:- employee mobility between all three spheres of government through transfers and secondments; the prohibition of employees and special advisers from doing business with the State; the disclosure of financial interests of employees, special advisers and their spouses/ life partners; the Minister to determine minimum norms and standards relating to, amongst others, section 195 (1) values and principles; capacity development and training; Information and Communication Technology in the public administration; integrity, ethics and disciple; disclosure of financial interests; measures to improve the effectiveness and efficiency of institutions; the Minister to issue regulations regarding a framework for the establishment, promotion and maintenance of service centres to enhance service delivery of services to the public; the establishment of an Public Administration Ethics, Integrity and Disciplinary Technical Assistance Unit to strengthen oversight of ethics, integrity and discipline management and to put in place measures to deal with corruption related misconduct in the public administration; the establishment of the Office of Standards and Compliance to ensure compliance with minimum norms and standards set by the Minister;

Chapters 13 of the NDP have identified the following strategic goals which must be met to achieve the vision of “an efficient, effective and development oriented public service”; STRATEGIC GOAL 3: Sufficient Technical and Specialist Professional Skills (Implemented by relevant sector departments) STRATEGIC GOAL 2: A Public Service that is a Career of Choice STRATEGIC GOAL 1: A Stable – Political Administrative Interface

For the 2017/18 financial year the department has 38 Planned Annual Targets. The Annual Performance Plan breaks down the 2017/18 Annual Targets into quarterly targets. The implementation of the quarterly targets is monitored on a quarterly basis to track progress towards the achievement of the annual targets. This is reported to the; Executive Authority; Accounting Officer; Portfolio Committee; Audit Committee National Treasury; and Department of Planning, Monitoring and Evaluation. Progress on the achievement of the 2017/18 quarterly targets will be reported to the above-mentioned control and accountability points. The overall achievement against the 2017/18 annual targets will be reported in the 2017/18 Annual Report of the Department.

PROGRAMME 1: ADMINISTRATION PURPOSE: Provide strategic leadership, management and support services to the department, and coordinate the department’s international relations. 1 Comply with the submission of the quarterly Interim Financial Statements by 31 July and 31 October 2017, and 31 January 2018, and Annual Financial Statements by 31 May 2017 to National Treasury 2. Submit the 4th quarter report on the implementation of the 2016/17 APP by April 2017 and the 1st, 2nd and 3rd quarter reports on the implementation of the 2017/18 APP to the Executive Authority, National Treasury and DPME by July, and October 2017, and January 2018 3. Report progress on the implementation of the Internal Audit and risk management plans to the Audit and Risk Committees 4. Report on the status of DPSA’s compliance to the internal and external Human Resources, Labour Relations and Employee Health and Wellness and Policy Prescripts and Procedures submitted to the Executive Committee 5. Submit report on the implementation of DPSA’s communication campaigns to the Executive Committee 6. Submit report on the implementation of the department's Bi-lateral and Multi-lateral agreements and programmes to the MPSA 7. Consult on the second phase Public Administration Management Regulations

PROGRAMME 2: POLICY, RESEARCH AND ANALYSIS PURPOSE: Manage and oversee the formulation, design and review of policies and policy reform through revised norms and standards. Manage research and analysis of public service capacity, performance and reform by conducting productivity, accessibility and feasibility studies, tracking trends in best practice in public administration discourse 1. Consult on the Draft Strategic Framework for Norms and Standards which will inform the structure, governance and functioning of the Office of Standards in terms of the Administration Management Act (2014) 2. Design a Working Paper for consultation on the establishment of a strategic centre to drive public administration functionality that supports strategic state capability needed to implement Public Administration Management Act (PAMA), 2014 3. Compile a draft White Paper for Public Administration Transformation and Modernisation which is linked to the social vision of the NDP and provisions of PAMA, 2014 4. Submit final Productivity Measurement Tool to the MPSA for approval 5. Subject to approval of the refined Organisational Functionality Assessment tool; conduct Public Service workshops to provide support to departments on the implementation of the tool

PROGRAMME 3: LABOUR RELATIONS AND HUMAN RESOURCE MANAGEMENT PURPOSE: Implement and monitor labour relations, human resource management and remuneration policies 1. Submit a report on the average percentage of funded vacant posts on PERSAL against the targeted 10% or less to the Minister for the Public Service and Administration (MPSA) 2. Subject to approval by the MPSA; provide policy support and guidance to national departments and provincial departments on the implementation of the revised Senior Management Service Performance Management and Development System 3. Issue the policy framework on the Graduate Recruitment Scheme for implementation by departments 4. Submit a report on the appointment of 20 000 youths into learnership, internship and artisan programmes within the Public Service to the MPSA 5. Submit a report on the average number of days taken to resolve disciplinary cases by national and provincial departments to the MPSA 6. Develop proposals for the next round of salary negotiations 7. Submit a report on the implementation of the Government Employee Housing Scheme to the MPSA 8. Establish which departments are already or planning to utilise assessment mechanisms for non-Senior Management Service members

PROGRAMME 4: GOVERNMENT’S CHIEF INFORMATION OFFICER PURPOSE: Create an environment for the deployment of IT as a strategic tool of public administration. Minimise, control and maintain IT related risks and costs in the Public Service 1. Compile quarterly progress reports on implementation of the 5 prioritised e-Enabled services 2. Develop Information and Communication Technology (ICT) project implementation standards 3. Report on improvements made by departments in reducing the cost related to Information Technology procurement within the Public Service 4. Report on the implementation of the ICT security policies by national and provincial departments

PROGRAMME 5: SERVICE DELIVERY SUPPORT PURPOSE: Manage and facilitate the improvement of service delivery in government 1. Support prioritised departments to map business processes for selected services 2. Support prioritised departments to develop Standard Operating Procedures 3. Submit a report on improvements in the turnaround times of departments with mapped business processes to the MPSA 4. Support 6 prioritised departments to improve the quality and implementation of their Service Delivery Improvement Plans 5. Support 2 prioritised service departments to develop standards for Batho Pele Principles 6. Report on the implementation of the Public Service Charter by departments

18 2017/18 APP TARGETS (6) NO PROGRAMME 6: GOVERNANCE OF PUBLIC ADMINISTRATION PURPOSE: Manage and oversee the implementation of policies, strategies and programmes on Public Service integrity, intergovernmental relations, and the macro organisation of the state, organisational design, senior leadership management and strategic planning. Monitor compliance, and evaluate and manage government intervention programmes 1. Submit a report on the improved adherence by national and provincial departments to the Directive on Public Administration and Management Delegations as measured by the Management Performance Assessment Tool to the MPSA 2. Report on the implementation of the guideline on mentoring and peer support mechanisms by the departments 3. Submit a statistical fact sheet on the average time spent by Heads of Department in a post to the MPSA 4. Support 5 departments to strengthen their internal Human Resources Capacity 5. Designate further category/ries of employees to disclose financial interests 6. Report on the implementation of electronic disclosure of financial interests (e-Disclosure system) by designated employees 7. Report on the implementation of the Directive on other Remunerative Work 8. Develop a Policy Framework for the management of Protected Disclosures (whistle blowing) by Public Service employees
