The Rule Category is what controls Rate Source coming from the Rate Table. This applies to all Rule Types for that Category.
If for a Rule Category, you find some Rule Types that should not be based on the Rate Table, this will require splitting this Rule Category.
Run this SQL to produce the list of Rule Types based on the Rule Categories.
