4 Financial Reference | Banks:
Account number allows 16 digit account number.

5 Financial Vendor | Reference Table:
New field to add Notes field which is on a new tab. And the Notes field is available as a Field Chooser item to add to grid:

6 Financial View | History by Check:
Modified the ACH Info tab to include the time an was sent (it will be blank/empty for data generated prior to these changes being implemented). It is now possible for multiple transactions to exist as well for each time an was sent to the vendor for that check. Generally, only one entry would exist but if they select to run the option again and include sending to vendors who may have already received an then it would log another entry in the ACH info.

7 Financial Reports | Account Balance Listing:
Will show Funds with no detail if Outstanding Investment monies exist. Summarizes all Carry Forwards into a single summary line for Fund and Grand Totals (does NOT include investment or transfer carry forwards). Changes for schools only: Will only print Fund and Grand Total information for Transfer and Investment Accounts if monies exist. Cash Balance now includes Financial Investment Account transactions.

8 Financial View | Balances by Fund:
A new Grand Total of “Cash Balance” has been added - which is a true Financial system balance (all receipts – all expenditures; regardless of account type). Split the Investment information into 3 separate group boxes. One for 'Investment Accounts', one for 'From Investment System – Outstanding Investments' and one for 'From Investment System – Principal/Interest'.

9 Financial Docket | Regular:
When a vendor is setup for direct deposit and the direct deposit effective date is less than or equal to the Docket Date of the transaction the screen will show a note 'Direct Deposit'.

10 Financial Reference | Departments | Financial:
The field for Restricted Access is no longer on the grid and maintenance form for Financial Departments. This field is defaulted to YES for all departments and those with no Restricted Access will have the select funds, accounts, objects and locations flags in Restricted Access unchecked (allowing all codes to be selected).

11 Financial Reference | Funds:
Add a new field to the grid and maintenance form for 'Budget Projection Fund’. As part of the software update this new field will be defaulted to NO for all funds except those that are have been budgeted in the past in Budget Projection.

12 Financial Reports | Analysis | by Account within Date Span:
All of these reports now have options for Fixed, Grid, or Both. 13 Financial Form 9 changes
Fund Beginning balances are no longer required to be entered, the state is using the previous period ending balance automatically. Obligations Beginning Principal Outstanding is no longer required to be entered, the state is using the previous period ending balance automatically. The School ID (the four digit building number) is being added to the end of each line of the Form 9.

17 Budget Projection Misc | Import New Budget using XLS:
This option will allow you to import your budget for the Requested Budget, Published Budget, Adopted Budget or all of the above using excel (XLS). See Help Files document for more information regarding Budget Import using excel.

Restricted Access for Budget Projection is now maintenenced in Financial.

Retirement Type now only lists the retirements (e.g. PERF, Police, etc.) that have been setup in the Retirement Funds Reference Table

The column heading for Normal Hours, Rate and Hourly were adjusted so that the description is before the data (e.g. Normal Hours: 80.00). Before After

Modify report to include references to the box number on the W2 and add the IRS code descriptions to Box 12.

32 Payroll Reports | Birthday / Age by Date Span: New report option.
Using the Begin and End Date specified generate two grids: Lists any employee with a birthdate within the date span and their age as of the End Date. List employees and their age as of the current date.

33 Payroll Reports | Employee | New Hire Listing:
Add option to either create the Report only, Media only or both Report and Media. The Export Location is enabled if the Media Only or Report and Media options selected. Add checkbox to the grid for Medical Insurance available.

37 Payroll Payroll | Clear Calc Status: New menu option.
In order to verify that each step of the clearing the database of a check date that was calculated completed, more than one user could not clear the calc status, the clearing of the calc status is now a separate menu option.

38 Employer 941 B This is a report created to assist you in the completion of the IRS 941 Schedule B. The amounts on the report are taken from the Control Totals and are not a part of the 941 calculation. To print a copy of the Employer 941 B go to the Quarter Menu->Reports/Media->Employer 941 B.

39 You will need to select the quarter end date of the quarter being processed.

40 Each check of the quarter will be listed
Each check of the quarter will be listed. Place the check date in the grouping of the grid. You will see the total liability on the last line of the check date. Enter the liability in the corresponding month and check date on the 941 Schedule B from the IRS. You will need to calculate the monthly and quarter totals of the IRS Form.

41 Personnel Employee > Master:
Termination date and Reason now display on the Misc Tab of Employee Masters: was previously on Pay Records.

Master Social Security Number/ Social Security Number now available as a Field Chooser item if the user has Security rights for it.

Employee Name Suffix field has been added to grid. The Offer of Coverage Code 1I is no longer valid. The Safe Harbor Code 2I is no longer valid. There are 2 new Offer of Coverage Codes 1J and 1K. If these new codes are used, there must also be Employee Share Min Values entered.

45 Personnel ACA > Create 1095-C Media Files
Employee Name Suffix field has been added to grid.

46 Personnel ACA > Mass Assign Employee ACA Masters
If Update Existing Employees option is selected, a message will display indicating the existing data Will be over-written. The default for Update Existing Employees and Add New Employees is NO.

47 Personnel ACA > Mass Assign Employee ACA Masters
A new option has been added to Add New employees. This allows new employees to be added that have been paid in the ACA reporting year to be added, without updating the existing ones.

If the Add New Employees option is selected, you MUST select the ‘Main’’, ‘Offer of Coverage’ and Employee Share Min Values’ sections must be selected and populated with values.

54 End Of Year Procedures Tax Tables
The updating of the tax tables has become an Automated Process. When available, Low will update the tax tables for the new 2018 tax year rates. However it is still recommended for each customer to verify the information in the tax tables annually. Note: The updates to the County Income Tax tables for 2018 were distributed on the 10/01/2017 update.

55 End Of Year Procedures EOY PREP FOR ACA ACA:
Update Paid in Reporting Year so you are in 2017 – Reference > Corp Specifications > General Tab > Paid in Reporting Year. Cleanup any Employees/Dependents that have NO Months of Coverage defined. Go to ACA > Dependents ACA Months of Coverage and any employee/dependent who has a box within a box displayed has no months of coverage defined. Delete any Dependents (Employees) that were not paid in current Reporting Year. Go to Employee > Dependents to remove. Remember: Employees must be listed as dependents, along with their actual dependents for any who are Self Insured. Delete ACA Masters that were NOT paid in current Reporting Year. Go to ACA > ACA Master and add Paid in Reporting Year to grid to easily identify these individuals. Mass Assign Employee ACA Masters – with toggle set to Add New Employees you add new ones who were paid in current reporting year – then fix/delete exceptions. Mass Assign Employee ACA Masters – with toggle set to Update Existing Employees will update employees to new spec’s you have specified – then fix/delete exceptions.

56 End Of Year Procedures FORMS TO ORDER FOR ACA
For ACA Reporting. The forms to order thru Account Ability are: 1095 BCBLK50 – Form 1095-B and/or 1095-C with Backer Instructions (50 Laser Cut Sheets) 1095BCBLK500 - Form 1095-B and/or 1095-C with Backer Instructions (500 Laser Cut Sheets) These are 8 ½ x 11 blank sheets of paper with Instructions on back. When folded, these would fit into the 1099-MISC envelopes: DWMR – Envelopes – moisture seal (kind you must seal) or DWMRS – Envelopes – self seal. So you could use those (for those sent to employees) but NOT the W2 envelopes

57 End Of Year Procedures NUMBER OF FORMS NEEDED FOR ACA
ACA FORMS TO ORDER: You could look at what you ordered last year and order same amount – with a 10%cushion – as the numbers would probably not fluctuate much. OR, in Personnel, you could run ACA | Worksheet for 1094-C, and run for 2017 and it would give you a good idea of the Full Time employees you have.

58 End Of Year Procedures ELECTRONIC FILING OF ACA
If you have not electronically filed in the past, or you are a new customer and have not electronically filed, you need to apply for a TCC for ACA. This is a completely different TCC form the one you use for E-Filing 1099’s. YOU NEED ONE TCC FOR 1099’s AND ONE FOR ACA. Once you have the TCC you can file electronically. Also, when you file electronically, you have an extended time to file – vs paper filing. NOTE: Once you have a TCC you DO NOT need to get a new one each year – you can use the same one. You also may need to update your password at some point before you file. Just logon to the IRS AIR system website to do this. If you have NOT registered with them before, you should do so. It is recommended to do this sometime before the end of year. Any ALE filing more than 250 of any type of form MUST file ACA information returns electronically. If you will be filing less than 250 forms, you may file by paper, though the IRS encourages electronic filing. IMPORTANT: Deadline to file ACA to IRS is Monday, April 02, If paper filing, the due date is Wednesday, 02/28/2018. NOTE: Since this date falls on a Saturday (or if it fell on a Sunday or legal holiday), the deadline will be the next business day. IMPORTANT: ACA Forms must in hands of Employees by Wednesday, January 31, Or if mailing must be post marked by 01/31/2018.

59 End Of Year Procedures ACA Files
FOR SECURITY PURPOSES: The following files created when processing ACA should be DELETED (or burned to a CD/DVD and stored in secure location, OR placed in encrypted folder) after they have been uploaded to the IRS AIR and they come back as Accepted: ACA1095-C-Employee.txt – created from Personnel ACA1095-C1-Dependent.txt – created from Personnel ACA1095-C-Employee1095C.txt – created when Personnel file run thru Import Mapping Utility ACA1095-C1-Dependent 1095C C1.txt - created when Personnel file run thru Import Mapping Utility 1094C_Request_XXXXX_YYYYXXXXXXXXXXXXXXZ.xml – Form file – created when Electronic Reporting option used. 1094C_Request_XXXXX_YYYYXXXXXXXXXXXXXXZ_Manifest.xml – Manifest file – created when Electronic Reporting option used. ACA files uploaded to the IRS are xml files – and these have Employee Names and SSN’s in them. It is HIGHLY RECOMMENDED that once the files are uploaded and Accepted, the client delete these files. THESE FILES CAN BE RE-CREATED if needed – but make sure if you do these new files are then also deleted after successful upload and Status is Accepted.

60 End Of Year Procedures EOY PREP FOR W2s W-2’s:
All 4th Quarter payrolls completed – and at least one check date must be created for new year (2018), to complete last 2017 payroll. 4th Quarter should be done and balanced – have all Quarters available (941’s). And Hands/Voids done on last payroll should have transactions moved back into 2017 – remember they would normally go to the next check date and that would place them in 2018. Review Payroll End of Year Checklist.

61 End Of Year Procedures EOY ISSUES with W2s
As we get ready for end of year and W-2 processing the following were issues that have come up and should be reviewed and fixed as needed: County of Residence and W-2: You should not change the county during the year.  Employer Sponsored Coverage: Employer Sponsored Coverage is typically Employee + Employer amounts, and is signified with an IRS Code of DD. 3rd Party Sick Pay: LOW has an option in Payroll to put in 3rd Party Sick Pay amounts, so they would not have to be manually entered in W2’s.

62 End Of Year Procedures EOY ISSUES with W2s
HSA (Health Savings Account): IRS Code of W (Health Savings Accounts – HSA’s), are reported with in Box 12 and have the Payee Amount and Employer Amount combined Multiple State Taxes and Gross: Taxes were fine the issue can be a Pay Record has 2 State Taxes on it (MI & IN on pay Record 1, for example). OR can find any employees with Multiple State Tax Edits, before you are done with the 4th quarter, by running Reports | Quarter Employee Edits | get to Multiple State Tax Edits screen. Life Insurance over 50,000 and IRS Code of C in box 12: IRS Code of C:  Taxable cost of group-term life insurance. The amount is also reported in Boxes 1, 3 and 5 of your W-2 and appears in Box 12 for your information only.

63 End Of Year Procedures FORMS TO ORDER FOR W2s
If you choose to order your forms through IDMS (Account Ability), they are offering a 15% discount for all our customers who order through them. This offer applies to all thru  September 30, but after that Low Customers can use the Reseller Code (see below) to get the 15% discount after September 30. If you do so, the following are the codes you should use: L4BL – 50pk – W2 4-up form L4BL500 – 500pk – W2 4-up form DW4S – 100 Envelopes for W2 4-up – moisture seal (kind you must moisten) DW4SS – 100 Envelopes for W2 4-up – self seal If you order through IDMS be sure to use the following Reseller Code to get the discount: LOWForms.

64 End Of Year Procedures NUMBER OF FORMS NEEDED FOR W2s
W2’S TO ORDER: In order to see how many forms you will need for W-2’s, you can go to Reports | Employee | Annual Earnings by Check Location: We recommend adding a 10% cushion to this to allow for any possible employees missed. Note: Quarter/YTD Totals are now included on Paid Employee count for both the Quarter and Year to Date

65 W2 PRINTING AND TRUNCATION OF SSN
End Of Year Procedures W2 PRINTING AND TRUNCATION OF SSN Social Security Numbers are REQUIRED for W2’s, so when printing forms that will need to filed with the SSA/State, DO NOT TRUNCATE. You could do so for copies the employer or employee is keeping for their own records.

66 End Of Year Procedures ELECTRONIC FILING OF W2s TO SSA AND STATE ELECTRONIC FILING OF W2’s TO SSA If you have NOT registered with them before, you should do so. It is recommended to do this sometime before the end of year. You also need to update your password at some point before you file – they will require you to change. Just logon to the SSA Business Services Online website to do this. Any employer filing more than 250 of any type of form MUST file information returns electronically. If you will be filing less than 250 forms, you may file by paper, though the IRS encourages electronic filing. IMPORTANT: Deadline to file W-2’s to SSA is Wednesday, January 31, If paper filing you will have the same due date, 01/31/2018. NOTE: If this date falls on a Saturday, Sunday, or legal holiday, the deadline will be the next business day. IMPORTANT: W2 Forms must in hands of Employees by Wednesday, January 31, Or if mailing must be post marked by 01/31/2018. ELECTRONIC FILING OF W2’s TO STATE All should have the User name and password that you need to file to the State. They are the same credentials you use when filing with them monthly. If you have nothing set up, you should contact the state for assistance with this. IMPORTANT: Deadline to file WH-3 to State is Wednesday, January 31, NOTE: Beginning January 1, 2015, all employers MUST file the Indiana WH-3 no later than 31 days after the end of the calendar year.

67 End Of Year Procedures W2 Files
The following files created when processing W2’s should be deleted (or burned to a CD/DVD and stored in secure location, OR placed in encrypted folder) after the files have been uploaded to the SSA/State/Doculivery and you have printed the Confirmation pages: W2.txt – created from Payroll W2W2.txt – created when Payroll file run thru Import Mapping Utility W2REPORT.txt – created when Electronic Reporting option used W2REPORT_CLIENTID_IN.txt – created when Electronic Reporting option used Client, Employee and Zip files created for upload to Doculivery W-2 files uploaded to the SSA/State/Doculivery are plain ASCII text files – and these have Names and Social Security Numbers in them. It is HIGHLY RECOMMENDED that these files be deleted. Print your Confirmation pages when files successfully uploaded – and save in an appropriate location so they can be referenced if needed. THESE FILES CAN BE RE-CREATED if needed – but make sure if you do these new files are then also deleted after successful upload and Confirmation page printed.

68 End Of Year Procedures EOY PREP FOR 1099s 1099’s:
Vendor 1099 Export ran to identify any Edits that would be stoppers – missing EIN/TIN info, etc. – and fix as needed. Vendor 1099 Export ran to identify any Possible Duplicate Vendors – and use the Merge Vendors option to combine. Vendor 1099 Export ran to see Verification Listings –and review to see if Vendors you expect to see are there, or not, and amounts. Can review individual Vendors with View | History by Vendor option.

69 End Of Year Procedures FORMS TO ORDER FOR 1099s
If you choose to order your forms through IDMS (Account Ability), they are offering a 15% discount for all our customers who order through them. 70 End Of Year Procedures NUMBER OF FORMS NEEDED FOR 1099s
1099’S TO ORDER: For the number of forms needed for 1099’s, you can see what you had last year, and order that plus a 10% cushion. Or you could run the Vendor | Vendor 1099 Export in Financial and get to the Verification Listings for both the MISC and INT and see what you have there and order based on that – plus a 10% cushion. IMPORTANT: The 1099-MISC Verification Listing will have all vendors eligible for 1099’s. You would need to filter off those less than to get an accurate number.

71 End Of Year Procedures 1099 Printing and Truncation of 1099 Numbers
The IRS issued final regulations (Internal Revenue Bulletin ) on July 15, 2014 that allow you to truncate payee identification numbers on statements. The goal of these regulations is to reduce the risk of identity theft that may stem from including a taxpayer’s entire identifying number on a payee statement.    The regulations allow you to replace the first five digits of the nine digit number with asterisks(*) or X’s for the following: Payee’s social security number (SSN) Individual taxpayer identification number (ITIN) Employer identification number (EIN) Adoption taxpayer identification number (ATIN) on most payee statements If you truncate an identification number on Copy B, the other copies you give the payee should also include the truncated number. Remember: You may not truncate on any forms filed with the IRS (Copy A) or with state or local governments. You cannot truncate your own identification number.

72 End Of Year Procedures ELECTRONIC FILING OF 1099s

If you will be filing less than 250 forms, you may file by paper, though the IRS encourages electronic filing. IMPORTANT: Deadline to file 1099’s to IRS is Wednesday, January 31, If paper filing you will have the same due date, 01/31/2018. NOTE: If this date falls on a Saturday, Sunday, or legal holiday, the deadline will be the next business day. NOTE: Public law requires Form 1099-MISC to be filed with the iRS on or before Wednesday, January 31, 2018, when you are reporting nonemployee compensation payment s in box 7 (this applies for BOTH paper and electronic filing). IMPORTANT: 1099 Forms must in hands of Vendors by Wednesday, January 31, Or if mailing must be post marked by 01/31/2018.

73 End of Year Procedures 1099 Files

74 ACA If you submitted an ACA Application for TCC previously and received a TCC, you do not need to apply for new TCCs; however, you may need to update it. NOTE: All LOW clients should select the ISSUER role for the TCC for ACA. IMPORTANT: Transmitters, who passed AATS for Tax Year 2016, will NOT have to retest for Tax Year 2017. Transmitter Control Codes (TCC) will remain in Production status. New participants will need to comply with test requirements for Tax Year 2016. Steps to apply for a TCC for ACA if you do not have one: FIRST - Register for E-Services. SECOND - Confirm Registration for E-Services. THIRD - Apply for TCC for ACA.

75 ACA ACA Status for 2017 Reporting Year
The Affordable Care Act (ACA) lives on as the “law of the land”. Employers MUST continue to administer their plans in compliance with existing ACA rules and regulations, including the employer mandate and employer reporting requirements, for the foreseeable future. LEGISLATIVE ACTION It is extremely unlikely that comprehensive legislation making significant changes to the ACA will pass this year. New comprehensive legislation is still possible, but it will take significant time to develop it and obtain more support. SUMMARY In the meantime, it is EXTREMELY IMPORTANT for employers to understand that there are no real changes yet, and therefore it is necessary to continue efforts to comply with existing ACA requirements. Employers who choose not to move forward with efforts to comply with things such as the employer mandate and employer reporting requirements risk penalties for noncompliance.

Take advantage of the SSNVS (Social Security NUMER Verification Service) for Tin Matching, available thru SSA Business Services Online, at NO Charge.  This service can be of assistance and help you with TIN Validation Failed messages most of you received when uploading ACA forms to IRS AIR. It is another tool you can have available to you to be in compliance and report accurate information on 1095-C’s, and thus avoid any penalties. TO GET ACCESS TO THIS SERVICE IS A PROCESS, AND WE WOULD HIGHLY RECOMMEND YOU DO THIS SOONER RATHER THAN LATER.

Line 22 will probably be a one year only option, so most of you could leave this with nothing selected - boxes A, B, C and D not checked. You can still have one or more of these selected if directed to do so by a benefits administrator, 3rd party administrator, etc. These boxes represent the various transition reliefs that the government has built into ACA to assist employers that are working towards compliance avoid Penalties and fines for the first year.

78 ACA ACA AND PAPER FILING ISSUE
A client paper filed their 1095-C’s and the IRS Rejected these because they said they were printed in Portrait Mode and they need to be in Landscape Mode. Go to File | Print Forms, on the Print Setup box click on the PROPERTIES button. Not sure what tab you will have to select – depends on the printer – but find a tab that has the Orientation on it, in my case it was the Finishing Tab, and change to Landscape.
