2 Guiding Principles Our Mission - Provide for the environmentally sound and economical management of the recyclables and solid waste generated in Mecklenburg County Our Aspiration – Create recycling infrastructure for no wasted resources in our County

4 MecklenburgCountyNC.gov Solid Waste Info Solid Waste operates as an Enterprise Fund (no county dollars) Handled 382,000+ tons of municipal solid waste FY 16 Handled over 140,000 tons of recyclables and over 100,000 tons of compostable material Increased customer activity at all locations Construction/relocation of Compost Central on-going – new site to opened April 2017 Increased in fees to replace loss in recyclables revenue of >$3M.

5 Solid Waste Service Delivery
The Agreements that we have in place with all Towns and the City run through 2028. County owns the Recycling Facility and Contracts with a Vendor to run the facility. County manages a landfill disposal contract, using the Speedway Landfill.

6 Solid Waste Service Delivery
County self operates the Foxhole Landfill, four full service drop enters and numerous unstaffed drop centers; only accepts C&D Materials. County self hauls and contracts for solid waste collection

7 Solid Waste Delivery Upcoming Changes
Our disposal contract with Speedway Landfill expires in 2020. Our management contract with ReCommunity (Recycling) expires in 2019. Our Hauling Contract expires in 2018 The County is studying the process of determining best methods forward to ensure adequate long term capacity needs for all through the 2028 period.

8 Solid Waste Financial Concerns
The Recycling Commodity Market Crash has caused a loss of nearly $3M in annual revenues from recyclables sold. Other costs continue to rise, such as repair of machinery and contractual commitments. TV’s alone will account for a $600,000 annual cost expenditure in FY 2017.

9 Solid Waste Funding Municipal Solid Waste (MSW) Disposal and Yard waste Fees Fee are covered in a fee ordinance Recycling – No Charge Funded by tipping fees, commodity revenue and user/availability fees.

10 Solid Waste Funding Household Residential Solid Waste Disposal Fee
In FY 17 the County proposed a stepped approach of increasing fee by $3.50 per year through FY 20. FY 17: $20.50 per household FY 18: $24 per household (proposed) This is needed for future Capital Projects and replenish existing Reserve Funds
