3. Inter-Services Intelligence
Formed in 1948 at the initiative of Major General Cawthorne, Deputy Chief of Pakistan army and Major General Rees, chief of Indo-Pakistan Border force.
Motivation provided by British Home and Foreign Offices.
Until military takeover in 1958, ISI worked as part of MI and reported through the Army Chief.
General Rees, of the Punjab Border Force had contributed in the formation of the ISI under Home Office direction.
