Territorial Sworn Personnel: 303 Sworn Personnel There are a total of 163 sworn personnel working under the Virgin Islands Police Department as of September 5, 2017 on St. Thomas/ St. John . 152 are VIPD personnel 11 are of outside agencies: (4) WMA, (3) DCLA, (2) Taxi Commission, (1) Lottery, (1) DPN&R There are a total of 140 sworn personnel working under the Virgin Islands Police Department as of September 20, 2017 on St. Croix. 122 officers are VIPD Personnel 18 are of outside agencies: (4) WMA, (3) DCLA , (3) Taxi Commission, (3) Lottery (3), DOJ (1) and (1) DPN&R

4 Displaced Sworn Personnel Since Hurricane Irma & Maria
Territorial Number of Displaced Sworn Personnel: 26 There were 19 sworn personnel that were displaced after Hurricanes Irma & Maria in the St. Thomas/St. John Districts. Currently 9 of those 19 displaced officers have obtained temporary residency There are 7 sworn personnel that are displaced after Hurricanes Maria in the St. Croix District

7 Outside Agencies Assistance
FEDERAL AGENCY 1st week after Hurricane Irma the U.S. Postal Inspectors assisted on checkpoints on St. Thomas 2nd week after Hurricane Maria the National Guards assisted on checkpoints on St. Croix LAW ENFORCEMENT PERSONNEL Immediately after Hurricane Maria 30 New York State Troopers arrived and were stations on St. John

Territorial Number of Police Personnel Utilized: MILITARY PERSONNEL ON ST. THOMAS 384 Military Police Personnel have been utilized under the Virgin Islands Police Department after Hurricanes Irma & Maria on St. Thomas/ St. John 1st set of 20 Military Police Personnel from New York came to St. Thomas after September 28, 2017 from St. Croix to assist. 2nd set of 84 Military Police Personnel were from Puerto Rico but went back a week after Maria 3rd set of 80 Military Police Personnel was from Kentucky 4th set of 200 Military Police Personnel is from Maryland 10 of the 200 Military Personnel are assigned to St. John as of October 27, 2017

MILITARY PERSONNEL ON ST. CROIX Approximately 127 Military Police Personnel have been utilized under the Virgin Islands Police Department (Patrol division) after Hurricanes Irma & Maria on St. Croix on a daily basis. Wilbur Francis Command had Approximately 77 military personnel from New York and 18 military personnel from the VI. Ancilmo Marshall Command had Approximately 24 military personnel from Tennessee and 8 military personnel from the VI.

Military Police Personnel Mandates ALL Military Police Personnel are mandated to work with a police officer at ALL times based on the MOU ( Memorandum of Understanding) ALL Military Police Personnel are on a 30 days rotation

Each officer working under VIPD in patrol has at least (2) Military Police Personnel working with them The Military Police Personnel are being utilized in Saturated Patrol (Hot Spots) with Special Operation, Patrol (Calls for service), Traffic control, Traffic initiatives, checkpoints during Curfew Enforcement, Shelters and any other areas that require police presence/assistance.

21 STT HURRICANE RECOVERY CRIME MAP: SUMMARY
Property crimes (Burglaries) were one of the most frequent Part 1 Crime during the Hurricane Recovery During the hurricanes and initial phase of their recovery, Zone C experienced an increase in Burglary Incidents compared to the Burglary rate prior to Hurricane Irma and Hurricane Maria. Some arrests were made and Burglary Incidents dramatically decreased Burglary incidents were both during curfew and non curfew hours, primarily in during curfew hours As the recovery stages started to progress, Burglary Incidents started to increase in the Downtown Sector of St. Thomas (Zone A&B) Increase of business opening, but lack of street lighting due to no electricity Less people populated in business areas Resources were stretched thin due to the need to establish and secure Police Check Points.
