2. Pilot project in Nigeria on the assessment and recycling of used oils in Africa
The purpose of the pilot project was to gather information in the African region, using Nigeria as a case study, to:
identify the main sources of used oils and estimate the quantities and types of used oils produced, stored and disposed of;
identify the main actors in the production, storage and disposal of used oils, and the existing disposal and treatment facilities.
Recommendations for a national plan for the management of used oils were prepared.
The final aim was to use the results of this study to better define a global partnership for the management of used oils in Africa under the Basel Convention.

3. Pilot project in Nigeria on the assessment and recycling of used oils in Africa
This pilot project was carried out by the Basel Convention Coordinating Centre for Africa located in Nigeria (BCCC-Nigeria).
Duration of the project: 15 months (August 2004-November 2005)
Cost of the project: US$ 36,260
Geographical scope: Nigeria as a case study for the African region.

4. Pilot project in Nigeria on the assessment and recycling of used oils in Africa
Main activities for the preparation of a National Analysis:
Establishment of a task team for the inventory of used oils in Nigeria
Desk study: compilation of reports and phone calls.
Compilation of information: questionnaires.
Field visits.
Survey on the informal sector.
Preparation of a report setting forth the methodology and results of the analysis.

5. Pilot project in Nigeria on the assessment and recycling of used oils in Africa
Pilot study for the environmentally sound management of used oils in Nigeria
The major findings of the Study were:
Identification of the main sources of used oils in the country and estimations of the quantities and types of used oils produced, stored and disposed.
Identification of the main actors in the used oil market in the country (mainly those in the production, distribution, storage, refining and utilisation).
Identification of existing disposal and treatment facilities and their capacity.
Survey on the informal sector working with used oils.

6. Pilot project in Nigeria on the assessment and recycling of used oils in Africa
Feasibility Study for the environmentally sound management of used oil in Nigeria
Identified that:
There exists a need for a used oil collection system and for disposal options that are environmentally sound and economically beneficial, as this will in the long term create an enabling environment for recycling as an economic venture.
The immediate benefits from embarking on this venture include:
Creating a cleaner environment as it will reduce waste while saving energy and helping to conserve natural and human resources,
Reducing foreign exchange spent on importing virgin base oil,
Generating employment in all stages of the used oil collection and disposal system, particularly in the 774 Local Government Areas.

7. Pilot project in Nigeria on the assessment and recycling of used oils in Africa
Feasibility Study
In order for this to succeed, basic economic and legislative infrastructures are required.
As a priority, government should undertake the following:
coordinate and encourage collection of used oils from all sources nationwide;
introduce specific instruments (legislation, regulation, guidelines, etc.,) concerning used oils collection and disposal, quality standards, and acceptable means of treatment and disposal;
promote the use of recycled oil.

8. Pilot project in Nigeria on the assessment and recycling of used oils in Africa
Feasibility Study
Re-refining is a feasible option for used oil recovery and disposal if positive steps are taken by all stakeholders to nurture the fledgling industry to maturity. To this end, the feasibility study considered seven different regeneration technological processes and three different capacities among other recovery processes, thus expanding the options available to would be investors in this emerging sector.

10. Environmentally Sound Management of Used Oil in the Caribbean in the context of the Basel and MARPOL 73/78 Conventions
This project is being carried out by the Basel Convention Regional Centre for the Caribbean Region located in Trinidad and Tobago (BCRC- Trinidad and Tobago ).
Duration of the project: 13 months (August 2004-November 2005)

Geographical scope: Caribbean region

11. Environmentally Sound Management of Used Oil in the Caribbean
Project summary:
The preconditions for sound collection, storage, transport, reuse and/or recycling of used oil, the need to consolidate and strengthen the recycling market in the sub-region, the control of related transboundary movements in the sub-region, and the need for affordable, environmentally sound treatment technologies are specific topics of concern.
An initial activity has been undertaken in 6 states of the Eastern Caribbean to prepare a Draft Strategy to manage used oil being generated. These countries recognize that the volumes of used oil while endangering the fragile Caribbean maritime and coastal zone environments ate not sufficiently large to make recycling or re-refining feasible at the national level. This situation is repeated in some other countries in the region while there is some level of re-refining possible in others.

12. Environmentally Sound Management of Used Oil in the Caribbean
Project summary:
The options for the environmental sound recycling or final disposal of used oils must be considered and be addressed within a policy framework that would foster economic development and ensure that human health and the environment, n particular the marine environment are protected.
Through an enhanced multi-stakeholders approach involving the Regional Seas Programme in the Caribbean, the oil industry and non-governmental organizations, the proposed project will aim at identifying the strategical elements of an integrated regional policy on the environmentally sound management of used oil that is respectful of the countries obligations under the MARPOL 73/78 and the Basel Conventions.

13. Environmentally Sound Management of Used Oil in the Caribbean
Outputs:
1)      National Reports in standards formats addressing the evaluation of existing management measures for used oil, recommendations for the strengthening of the technical capacity and capability to treat and recover used oils including the participation of oil companies;
2)      A report of a Regional workshop on information and data available on quantities and issues with management of used oil;
3)      A review of used oil management systems in the sub-region including legislation, financial and economic incentives and technological options;
4)      A final Workshop Report including recommendations for the development of national programmes for the environmentally sound and economically viable collection and recycling and/or recovery of used oil in target countries and, a proposal for the preparation of a mechanism(s) for the ESM of used oils in the Caribbean for endorsement by the regional and national authorities;

Field work re assessment of existing facilities and environmental concerns
Preparation of a report including the results of a legal review of national and regional legislation and recommendations for revision and harmonization to address requirements of Multilateral Environmental Conventions and Trade Agreements.
