Renovo Borough The Borough of Renovo, located in Western Clinton County between the mountains of the Allegheny Plateau and the Susquehanna River, had its beginnings in the Pennsylvania Oil Rush. In 1862, the recently formed Philadelphia and Erie Railroad Company arrived in what would become Renovo with its construction train; two years later the rail line from Erie and the oil fields in northwestern Pennsylvania to Philadelphia was completed, providing the shortest and most available rail line to the port for export of goods. The community of Renovo was built around the railroad, and completely reliant upon it for employment and livelihood. Just a little over 100 years later, the Renovo rail shops were relocated to Altoona. In 1980, Conrail, the owner of the former Philadelphia and Erie Railroad, shuttered the last of the rail yards. Between 1970 and 2010, the Borough lost more than half its population. With the loss of jobs and citizens, businesses closed their doors, houses were abandoned, and maintenance was deferred on streets and other infrastructure. Renovo has been working diligently in the last few years to turn the tide of five decades through economic and community development projects. The Council’s vision for the Borough encompasses recreation, flood mitigation, public safety, code enforcement and critical infrastructure repairs and upgrades. In addition to multimillion dollars of investment by PENNVEST and PennDOT, CDBG has been a crucial component of the revitalization effort. Clinton County has consistently allocated entitlement CDBG funds towards road infrastructure. In 2016, the Borough was awarded $750,000 in competitive CDBG funds which, along with $200,000 in Department of Conservation and Natural Resource funds are being used for the reconstruction of eight blocks of Ontario Avenue, new sidewalks, curbing and handicap ramp access, demolition of five severely blighted and dilapidated structures, and the construction of a new river access. This project could not be accomplished or even envisioned by the Borough without the investment and availability of Community Development Block Grant funds. In the past year, it was announced that a new natural gas fired power plant owned by Renovo Energy Center LLC is locating at the former railroad yards. This new economic driver is already beginning to invest in the community and the efforts of Borough Council and Clinton County, utilizing entitlement and competitive funds, have set the bar for this new investment.
