4 What Informs our Plans Government priorities Tirisano Broad mandate
Education is about Transformation and development and takes place in an incereasingly complex and turbulent context Change is not linear and not achievable thru step by step process. Change is multidimensional and is affected by a number of innovations Also multiple stakeholders with multiple expectations and their demands and actions shape the nature, content and pace of change.

5 Government Agenda Pushing back the frontiers of poverty and addressing social needs Ensuring that all benefit from whatever economy offers (including unskilled and with low levels of education) Work with local government to provide services Attention to the challenge of HRD(incl. ICT) Further work on moral renewal Comprehensive response to HIV/AIDS
