1 WATER FORUM, 15-17 November 2017, Belgrade, Serbia
Water Safety and Crisis Management Business Continuity Essentials for Disaster Management The Global Facility for Disaster Reduction and Recovery (GFDRR) is a global partnership that helps developing countries better understand and reduce their vulnerability to natural hazards and climate change. GFDRR is a grant-funding mechanism, managed by the World Bank, that supports disaster risk management projects worldwide. Working on the ground with over 400 local, national, regional, and international partners, GFDRR provides knowledge, funding, and technical assistance. WATER FORUM, November 2017, Belgrade, Serbia

2 Why water safety planning?
Low pressure weather system caused extensive rainfall in Bosnia and Herzegovina, Serbia and Croatia in May 2014 Total precipitation between May 11-17, 2014 in mm

3 Why water safety planning?
Over 80 people lost their lives Thousands were displaced EUR 1.55 billion in damages

4 Why water safety planning?
Among the consequences of the floods was a major disruption and potential long-term damage of water services in some communities In a survey conducted in October 2015, utility companies from the region expressed particular interest for capacity building in the area of disaster risk management

15 Overarching Concept Take a Risk Management approach to identify and assess your risks. This will give you a picture of the hazard and threats, and the potential impact on your organisation. This is the starting point für business continuity management. Still within the scope of risk management, you take medium to long term measures to reduce the threats and / or your vulnerability. This gets you to a reduced „residual risk“, which cannot be reduced further by feasible means. The next step is to take organisational preparations to be prepared for the moment an incident impacts your organisation. These preparations are organisational Crisis Management. By implementing these measures and preparations, the remaining potential impact on your scenario is much reduced.

16 Business Continuity Management
(Risk Management) Practical Business Continuity Management begins with risk management and has and escalation and business recovery cycle in place. Important steps in the business recovery cycle: Incident Management Emergency Management Crisis Management Recovery Phase In this course, we will focus on the two singly most applicable steps, risk management and crisis management.

18 Business Recovery Plans (BRP)
Risk Management Operational Response Recovery Planning Overarching Concept Water Safety Planning Crisis Management Emergency Management Business Recovery Plans (BRP) In Risk Management, we choose to use Water Safety Plan Methodology (it would have been possible to choose other Risk Management approaches. WSP is the most sophisticated approach for water suppliers). When it comes to the operational response, Emergency Management and Crisis Management are the tools at hand. In our program, we put a heavy focus on Crisis Management, which is the more sophisticated and capable approach, while adapting Emergency Management methodology for implementation at small water suppliers. There is more to Business Continuity Management. After the (reduced) impact has materialized, steps for rapid and optimal recovery must be taken. Preparation for this is done by drawing scenario-specific business recovery plans (BRPs).

20 Goals Implement in practice the two most hands-on, practical Elements of Business Continuity Management

21 Risk Management: WSP Methodology
Goals Risk Management: WSP Methodology Hazard identification Risk Assessment / Assign Risk Scores Set Measures for Risk Reduction / priorisation Risk Reporting Water Safety Planning: identify Critical Points und define Control Points

22 Risk Management Water Safety Planning

23 Goals Crisis Management:
Understand and implement Crisis Management methodology Crisis Management Staff: structural organisation Crisis Management: working procedures Alerting and escalation Situation reports Decision making under uncertainty Implement Crisis Management at small water suppliers Create your own Crisis Management trainings / scenarios

24 Crisis Management 1. 2. 3. 4.

25 Strong Focus on Practical Implementation
Features Novel Approach Strong Focus on Practical Implementation Universally Applicable (small to large water suppliers)
