LCP Grants support Local Governments Develop or update Local Coastal Programs (LCPs) Address impacts from Climate Change and Sea Level Rise Helps accomplish Goal 4 of the Commission’s Adopted Strategic Plan Provides financial incentives Facilitates improved communication and collaboration Addresses the need to update outdated LCPs Prioritizes LCP certification Will reduce Commission permit workload

Round 1 completed in April $1 million total awarded to 11 local governments Round 2 currently underway – More than $2 million awarded to 13 local governments ($1 million from the Coastal Commission and $1,015,750 from the Ocean Protection Council)

More than $3 million available for 3rd round of grant funding 15 applications received totaling $4,083,514 Requests ranged from $85,000 to $1,014,725 14 applications recommended for award totaling $2,476,011

Commission approved the LCP grant program guidelines on August 14, 2013 Adopted Selection Criteria: Public Benefit/Statewide Significance Relative Need for LCP/Extent of Update Addressing the Effects of Climate Change Likelihood of Success/Effectiveness Workload Project Integration/Leverage/Matching Funds

7 Grant Review Process – Lessons Learned
LCP planning projects are complex and time- consuming Technical Studies: Needed to support LCP planning work Can require significant funding depending on the complexity and scope of the work, as well as the availability of data and modeling resources

8 Grant Conditions Work Program Conditions:
Submit LCP documents and maps in both paper and editable digital format Acknowledge State Coastal Conservancy funding Allow for sufficient time to review and revise grant deliverables and for Commission coordination Include a description of future steps to achieve certification after the grant work is completed Climate Change and Sea Level Rise Conditions: Utilize the Commission’s Sea Level Rise Policy Guidance document Perform grant work in accordance with climate change principles outlined in Safeguarding California Plan (2014) Assess sea level rise vulnerability through scenario-based analysis Coordinate sea level rise preparedness work with other local jurisdictions and state agencies

Sea Level Rise Vulnerability Assessment Adaptation Plan Public Outreach LCP Policy Development Recommended Award: $188,000 Outcome: Incorporation of sea level rise adaptation options into a pre-existing, uncertified LCP Update that will be submitted to the Commission and certified within the grant term. 11 City of Half Moon Bay Requested Amount: $85,000 Includes:
Technical Studies and Plans Build Out Analysis Transportation System Performance Analysis Coastal Resource Impacts Analysis Infrastructure Capacity Analysis Public Outreach Local Adoption and Commission Review Recommended Award: $85,000 Outcome: Completion of technical studies in support of the LCP Update, as well as finalization and local adoption of an LCP Update that will be submitted to the Commission. Commission certification would fall outside of the grant term.

12 City of Morro Bay Requested Amount: $250,000 Includes:
Technical Studies and Plans Environmentally Sensitive Habitat Area Map Update Sea Level Rise Mitigation Strategy Modeling and Evaluation Bayside Lateral Coastal Access Plan Low-cost Visitor Serving Accommodations Inventory and Implementation Strategy Updated Sea Level Rise Model Recommended Award: $200,000 Outcome: Development of technical studies and related LCP policy language to be incorporated into the overall LCP update funded by the Commission’s Round 2 LCP grant, which will be submitted to the Commission. Public Outreach Update of Sea Level Rise Vulnerability Assessment Sea Level Rise Adaptation Plan LCP Policy Development Low-cost visitor serving accommodation policies Sea Level Rise Policies Recommended Award: $285,892 Outcome: Development of draft LCP Amendments related to sea level rise and lower cost overnight accommodations as well as a Sea Level Rise Adaptation Plan. Public Outreach Formation of General Plan / LCP Land Use Plan Committee to guide the LCP update process Sea Level Rise Vulnerability Assessment Sea Level Rise Adaptation Plan Recommended Award: $150,000 Outcome: Preparation of a Sea Level Rise Vulnerability Assessment and Adaptation Plan that will inform work on a Draft GP/LCP update.

15 County of Ventura Requested Amount: $505,418 Includes:
Coastal Hazard Vulnerability and Risk Assessment Sea Level Rise Adaptation Plan Public Outreach Recommended Award: $225,000 Outcome: Draft LUP Amendment that incorporates sea level rise adaptation measures. This amendment will be incorporated with other comprehensive LCP update work, which will be locally adopted and submitted to the Commission for certification outside of the grant term. Public Outreach Technical Studies and Plans Sea Level Rise Low-cost Visitor Serving Accommodation Efficient Parking Management Targeted Land Use Plan Amendment (if necessary) Implementation Plan development Local Adoption Recommended Award: $135,899 Outcome: Submittal of an Implementation Plan for Commission certification, which will result in a certified LCP.

Public Outreach Sea Level Rise Vulnerability Assessment Sea Level Rise Adaptation Plan Local Adoption of LCP Recommended Award: $200,000 Outcome: Submittal and certification of a new LCP.

Public Outreach Technical Studies and Plans Coastal Resource Database Model and Map Coastal Resources for Climate Scenarios Sea Level Rise Vulnerability Assessment Sea Level Rise Adaptation Plan Recommended Award: $135,000 Outcome: Submittal of an LCP Amendment. Commission certification would fall outside of the grant term.

Public Outreach Sea Level Rise Vulnerability Assessment Targeted Land Use Plan Amendment, if necessary Implementation Plan development Local Adoption Recommended Award: $135,000 Outcome: Submittal of a targeted LUP Amendment (if warranted, as conditioned) and a new IP for review and certification by the Commission, which would complete a full LCP. Public Outreach Sea Level Rise Vulnerability Assessment Sea Level Rise Adaptation Plan Land Use Plan update Recommended Award: $200,000 Outcome: Submittal of a locally-adopted comprehensive update of the City’s LUP, with review and certification of the LUP to occur outside the grant term, followed by updates and certification of the IP also outside the grant term.

Public Outreach Technical Studies and Plans Supplemental Sea Level Rise Analysis Sediment Management Plan San Dieguito Lagoon Wetland Habitat Mitigation Assessment Recommended Award: $211,220 Outcome: Supplemental sea level rise analysis, which will be incorporated into an LCP Amendment that is scheduled for submittal by the end of the Round 2 LCP grant term and certification thereafter.

Translation of Sea Level Rise adaptation planning work in LCP policy language Public Outreach Draft Land Use Plan Draft Implementation Plan Local Adoption Recommended Award: $225,000 Outcome: Submittal of an LCP Update. Work Programs shall include necessary benchmarks to measure progress All grant projects must conform to standard contract management requirements Grant agreements will be finalized and executed approximately one month later See Section VII (page 55) of the staff report for administrative requirements
