17 Grievance Redressal Mechanism (GRM)
State has established Grievance Redressal Mechanism under MID DAY MEAL SCHEME. Following officers have been nominated as nodal officers at State/ District /Block/School level :- State level : Additional Director (Administration) District level : Deputy Director (Ele. Education) Block level : Block Elementary Education Officer School level : Centre Head Teacher The State / District nodal officer sends the complaints received in respect of district / block/school to the concerned nodal officer on the next working day and concerned nodal officer take necessary action on the next working days. 86 % 102 % 88 % © Dept. of Elementary Education, Himachal Pradesh

18 Grievance Redressal Mechanism (GRM)
Toll Free number :- Toll free number has been established in the Directorate on The complaints/ grievance are being attended on every working day between am to 3.00 pm. During (April 2016 to Dec 2016) 44 complaints have been received out of which 33 were resolved telephonically and 11 were regarding delay in funds / honorarium and rice which were solved after making correspondence with the concerned functionaries. Provision of on- line registration of grievances :- There is also a web application software, e_samadhan on the web portal of HP Government . Public can register their grievance online. The grievances received through e_samadhan are monitored regularly by the department as well as by the Government. 19 Status of Management Information System (MIS)
The Government of India has developed & launched web based Management Information System (MIS) . Data entry of :- 1) Annual Data The information is to be entered once in a year . It contains basic data of school such as type of school , enrollment , infrastructure available in the school etc. The Department has completed the data entry of annual data. 2) Monthly Data The data entry in respect of monthly detail is required to be entered every month. It contains data such as meal served , expenditure funds & foodgrain (rice) received during the month , incurred on cooking cost & honorarium etc. during the month . 21 Status of Automated Monitoring System (AMS)
The state has registered the mobile numbers of 30,000 respondent teachers from schools MDM web portal designed and developed by NIC HP for SMS based mobile app for Automated Reporting and Management System (ARMS) of MDMS in all school working days. At present, 73% schools are reporting through this mobile app and the same are being pushed on National Portal every day. However, due to the tough and remote / tribal geographical situation of the State and in view of poor signals and non-connectivity in some locations/ parts of the state , the schools are facing problem in reporting MDM daily SMS from such areas. . 86 % 102 % 88 % SMS 15544 MDM Mobile App © Dept. of Elementary Education, Himachal Pradesh

24 Best practices followed in the State
The State has adopted the rice based hot cooked Mid Day Meal which is prepared fresh every day in the school on each working day. The School Management Committees (SMC) have been constituted for every school. The SMC is responsible for the over all implementation of the programme at school level, therefore teachers are least involved. School Management Committee (SMC) has been authorized to purchase the cooking ingredients at the school level. The School Management Committee (SMC) is empowered to engage / disengage the cook-cum-helper. The guidelines have been issued / notified for engagement of cook-cum-helper. The School Management Committee(SMC) is empowered to decide the weekly menu keeping in view the liking of the students displayed in the schools. To make the public aware regarding the scheme food norms and cooking cost norms have been displayed in the school premises. 22378 Cook-cum-helpers have been engaged out of which 81% are female and maximum of them are mothers of the students. 86 % 102 % 88 % © Dept. of Elementary Education, Himachal Pradesh

25 Best practices followed in the State
Health screening / checkup of cook-cum-helper is made mandatory twice in a year. Training to cook-cum-helper has been provided regarding maintenance of cleanliness, hygiene and proper cooking procedures. Funds are being transferred to the implementing agencies through e-transfer. All the CCH are being paid through e-banking. 57 cook-cum-helpers have been imparted training in the Hotel Management Institute Kufri Shimla till date. Funds amounting to Rs lakhs have been provided to 4622 Rs. 500/- per schools through e-transfer for hand washing facilities. The cook cum helpers cover their head with cloth ( Dhatu) as it is a tradition in the state of Himachal Pradesh. 89% of the schools are using LPG as a fuel. The state has started SMS based Mobile App for Automated Reporting and Management System (ARMS) w.e.f August 2016 tracking registered schools. © Dept. of Elementary Education, Himachal Pradesh

Enhancement in the honorarium of Cook-cum- helpers (CCH). Enhancement in the per day per child Cooking Cost. Six monthly Allocations of food-grains instead of on Quarterly basis due to problem being faced by the tribal/ remote areas of the state. Provision of Maternity leave and directions regarding provision of substitute for this period. Enhancement in MME from existing 1.8% to 4%. Requirement of transportation charges in r/o LPG cylinders from the fixed delivery point of LPG to the Schools. © Dept. of Elementary Education, Himachal Pradesh

40 Issues for Consideration
Enhancement in the transportation charges in r/o of food-grain (rice) from PDS to the school on PDS rates. The requisite proposal will be submitted to the GOI, MHRD by the state shortly on new PDS rates. Sanction/ release of funds amounting to Rs lakhs for the replacement of kitchen devices in 980 uncovered schools under General Component. Sanction / release of additional funds amounting to Rs lakhs on account of the payment to NIC-HP for designing and developing Mobile based App for ARMS of MDMS under MME. © Dept. of Elementary Education, Himachal Pradesh
