Killeen Independent School District Energy Efficiency Report

EUI – Energy Use Index The National Median Source EUI is recommended benchmark metric for all buildings. The median value is the middle of the national population - half of buildings use more energy, half use less. The median works better than the mean (arithmetic average) for comparing relative energy performance, because it more accurately reflects the midpoint of energy use for most property types. The following table presents the median in both site EUI and source EUI. Site EUI is what you may be familiar with from your utility bills. Site EUI contains a mixture of what is called primary energy (i.e., a raw fuel like natural gas) and secondary energy (i.e., a converted product like electricity or district steam). Site EUI is a local, not national value that varies across climate zones. Source energy provides the most equitable way to combine primary and secondary energy types into a single common unit, ensuring that no building receives either a credit or a penalty based on its energy source or utility. While almost all commercial building types have a national Median Source EUI, some will also have a ENERGY STAR Score. The score evaluates a building relative to its peers, similar to the median energy use values, and also adjusts for climate and business activity. The right-most column in the table indicates the reference data source we use to determine the median performance of buildings in your peer group. To compute the national median, we always rely on nationally representative data. For the majority of property types, the reference data is from the Commercial Building Energy Consumption Survey (CBECS). This is a national survey conducted by the U.S. Department Energy's Energy Information Administration. As indicated by the table below the Source EUI for K – 12 is KBTU/ft² while the Site EUI is 58.2 KBTU/ft²

EUI – Energy Use Index In 2014, “Texas School District Energy Management Study: The Status of Energy Management in Texas Schools” was published and presented at TASBO by Gavin Dillingham, Ph.D of the Houston Advanced Research Center and Jennifer Duplessis, MBA, ATEM, CEM of Arlington ISD. The document is a study of the state of energy management programs in Texas school districts. The information contained in the study was compiled from a survey gathering energy information representing over 182 million square feet of Texas school district space. The school districts surveyed displayed EUIs ranging from 26 to 69. Currently, KISD’s average EUI is 32.

Energy Star Scoring and Certification
ENERGY STAR certified buildings save energy, save money, and help protect the environment by generating fewer greenhouse gas emissions than typical buildings. To be certified as ENERGY STAR, a building must meet strict energy performance standards set by EPA.  Specifically, to be eligible for ENERGY STAR certification, a building must earn an a score of 75 or higher, indicating that it performs better than at least 75 percent of similar buildings nationwide. Through Portfolio Manager, EPA delivers ENERGY STAR scores ranging from 1 to 100 for many types of buildings. The ENERGY STAR score accounts for differences in operating conditions, regional weather data, and other important considerations. Green fill in the EUI column indicates an EUI < 58. Green in the Energy Star column indicates a score of 75 or greater.

% of KISD campuses have EUI numbers below the regional average. Over 95% of KISD campuses have achieved a qualifying score of 75 or greater. Of those campuses 77% scored 90 or better. Campuses that scored below 75 have been investigated and have undergone corrective measures that will bring their scores up high enough to qualify for Energy star certification in the near future.
