Legislator & Legislative Staff Education Who are K12 adult schools? What adult school is in the member’s district? Who do you serve? 7 Preparing for Leg Day at the Capitol
Briefing Materials – Familiarize yourself with the details of what you will be advocating What legislators will you be visiting? What do you know about them? Day of Coordination Identify a “Lead” for each visit Who will attend the meeting with the Lead? Divvy up talking points – be sure everyone is prepared to participate at some level Personal experiences, like those from students are powerful Plan to keep the meeting brief, but impactful – most meetings are minutes max Be prepared to listen carefully and observe reactions/body language from legislator and staff Do not argue. Always be respectful. If a point of disagreement arises, politely listen and acknowledge the point of view, indicating that you will take that into consideration and appreciate the comments If questions arise that you cannot answer, be sure to let him/her know that you will get back to them with the information and they may follow up with your lobbyist, Dawn Koepke

8 Key Issues “Grant” in Adult Education Block Grant is leading some stakeholders and business officials to view it as short-term, limited funding hindering the K-12 adult school stability that we fought so hard for in the past few budget cycles ASK: The term “grant” should be revised in statute to ensure consistency in applicability and treatment of the programs and funding as sustainable. Some workable alternatives may include: Adult Education Block Allocation Adult Education Block Funding Adult Education Block Apportionment

9 Key Issues Current Funding at $500M under AEBG is not Sufficient to Meet the Need and address increasing costs ASK: the FY budget should include a modest Cost of Living Adjustment (COLA) to ensure access and capacity is maintained in the K-12 system AEBG funding is the only funding the K-12 adult school system has available to it to deliver programs and cover cost increases Without a modest increase in funding to help cover cost increases, adult schools will have to cut programs so as to cover costs – in direct conflict with the Governor and Legislature’s priority to date of preserving current capacity and access in the K-12 adult school system

10 Key Issues Currently no structured, consistent mechanism exists for the K- 12 and community college field to provide feedback and input, much less work with the CDE and Chancellor’s Office on the development of guidance and policy ASK: the FY budget should establish an AEBG Stakeholder Advisory Committee to make recommendations to CDE and the Chancellor’s office on AEBG policy and guidance, provide oversight, coordination, facilitation, be a neutral Party and serve as a “tie-breaker” for conflicts at the regional level. Areas the advisory would advise on: Fiscal operations and accountability Curriculum and assessment alignment Consortium performance accountability Compliance monitoring
