1 Welcome to the Wesley Lakes Elementary School Annual Title I Meeting September 28, 2017 Session 1- 9:00 am Session 2- 5:30 pm

2 What is a Title I School? The purpose of Title I under the Elementary and Secondary Education Act of 1965 (ESEA) is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments. A Title I school has qualified to receive federal funding under this act. Discuss: How you want them to walk away from the meeting with 10 key questions answered about Title I and Parental Involvement. (The 10 questions continue onto the next slide.) Title I – School wide Program – is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school; its primary goal is to ensure that all students demonstrate proficient and advanced levels of achievement on State academic achievement standards. This school wide reform should result in an ongoing, comprehensive plan for school improvement that is owned by the entire school community and tailored to its unique needs. 1% Set Aside - This is an amount of the allocation that is required to implement parent involvement activities at each school. This amount is 1% of the total allocation and 95% of this amount must be budgeted at the school. This amount is divided equally per low income student. LEA Plan- Is a district plan written after collecting and analyzing current data. This plan describes district instructional goals and strategies on program implementation, monitoring, and evaluation. LEA Parent Involvement Plan – A written involvement policy to provide coordination, technical assistance, and other support necessary to assist title I schools in planning and implementing effective parental involvement activities to improve student academic achievement and school performance. SCHOOL Parent Involvement Plan – describes how the school will carry out the parental involvement requirements of the “No Child Left Behind Act”. (CIP Plan) – Continuous Improvement Plan is an annual plan written after collecting and analyzing current data that describes how each school will implement, monitor, and evaluate instruction. School-Parent Compact – Is part of the school’s written parental involvement plan. The compact must outline how parents, the entire school staff, and students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership to help children achieve the State’s high standards. .

3 What does it mean to be a Title I School?
Being a Title I school means receiving federal funding (Title I dollars) to supplement the school’s existing programs. These dollars are used for… Identifying students experiencing academic difficulties and providing timely assistance to help these student’s meet the State’s challenging content standards. Purchasing supplemental staff/programs/materials/supplies Conducting parental Involvement meetings/trainings/activities Recruiting/Hiring/Retaining Highly Qualified Teachers Being a Title I school also means parental involvement and parents’ rights. Being a Title I school means receiving federal funding (Title I dollars) to supplement the school’s existing programs. These dollars are used for… Discuss: Being in a Title I school means more money to help students who are struggling in school. Give examples of how Title I monies will be used to assist students at the school. (Examples: Salaries, computers and research based programs, printers, projectors, computer tables and materials and supplies used for instruction) Give examples of how Title I monies will be used to assist parents in helping their child. (student planners, informational booklets for parents, take home reading books, parenting videos) *NOTE: Tell how you are spending your PI money at your school. (Consider giving demonstrations of programs used or allow parents to visit work stations and experience what the student experiences.) Explain that a big part of Title I means parents’ rights, by law, to be involved in decisions made at the school level and at the LEA level. (This will be discussed throughout the meeting.) IMPORTANT: Parents should leave the meeting being able to answer the following question: What does it mean to be a Title I school? (They should be able to answer the question and give a couple of examples of how Title I funds are being used at their school.)

Title I Requirements At Wesley Lakes Elementary School, we are required to: Involve parents in the development and annual revision of the Parent Involvement Plan and School-Parent Compact. Involve parents in the development and annual revision of the School wide Plan Build parent capacity through engaging workshops and resources that assist parents in increasing student achievement. What is a CIP? - The CIP is your school’s Continuous Improvement Plan. Have copies of the complete CIP available for parents to refer during this discussion. (The CIP could very well still be in draft form at the time of this meeting, which presents an excellent opportunity for parent input while the CIP is under development.) Note: The school’s Parental Involvement Plan (which is the parental section of the CIP) will be addressed on the next slide. Consider having CIP committee representatives, particularly parent representatives, to share about the work of the committee during these two slides. Introduce parent representatives of the committee. The process and timeline for the CIP committee’s work and how parents can give input. Clearly state the process that is in place for all Title I parents to have the opportunity for input on the CIP. Discuss key components of the plan. -A Needs Assessment and Summary of Data: This is an excellent time to share the school’s academic strengths and weaknesses with parents and how we will need to all work together as partners to meet certain goals, both for the school and for each individual child. -Goals and Strategies to Address Academic Needs of Students -Professional Development Needs -Coordination of Resources/Comprehensive Budget -The School’s Parental Involvement Plan (Inform parents where a complete copy of the CIP can be at any time during the year.) You, as Title I parents, have the right to be involved in the development of this plan. IMPORTANT: Parents should leave the meeting being able to answer the following question: What is the CIP, and how can you be involved in its development? (Parents should be able to discuss the process that is in place for their involvement in the development of the CIP.)

The LEA Title I Plan addresses how the LEA will use Title I funds throughout the school system. -Student academic assessments -Additional assistance provided struggling students -Coordination and integration of federal funds and programs -School programs including migrant, pre-school, school choice, and supplemental educational services as applicable. -Parental Involvement Strategies, including the LEA Parental Involvement Plan You, as a Title I Parent, have a right to be involved in the development of the LEA Title I Plan.

8 Title I Requirements At WLE, we are required to:
Involve parents in the development and annual revision of the Parent and Family Engagement Plan and School-Parent Compact. Involve parents in the development and annual revision of the Schoolwide Plan Notify parents of their Right to Know their teacher’s qualifications. Build parent capacity through engaging workshops and resources that assist parents in increasing student achievement.

9 Wesley Lakes Elementary School’s most recent College and Career Ready Performance Index (CCRPI) Score is 66.1 Under the ESEA waiver, WLE is not designated as a Title I Focus school. WLE is not currently under any federal or state requirements to offer a Flexible Learning Program or other tutoring sessions. What’s included in the school’s Parental Involvement Plan? Distribute the school’s Parental Involvement Plan (See Parental Involvement Section of the CIP). Discuss: That the school’s parental involvement plan is a part of the CIP, designed to work with the other parts in increasing student achievement. Key components: Emphasize the Building Capacity component and discuss all of the opportunities that will be available for parents this year. Discuss how you will be implementing all of the “shalls,” as these are required by law to be implemented. That Title I parents have the right, by law, to be involved in the development of the school’s Parental Involvement Plan The process and timeline for the plan’s development and how parents can give input. Introduce parent representatives of appropriate committees and how training will be provided. Clearly state the process that is in place for all Title I parents to have the opportunity for input on the plan. IMPORTANT: Parents should leave the meeting being able to answer the following question: Did you receive a copy of your school’s Parental Involvement Plan, and do you know how you can be involved in its development? (Parents should be able to discuss the process that is in place for their involvement in the development of their school’s Parental Involvement Plan.)

10 WLE Shared Understanding……..
Common Core Georgia Performance Standards (CCGPS) Math Frameworks ELA Reading Guided Reading GPS Science Social Studies Distribute the School-Parent Compact. Discuss: The 3 components of the compact in detail; the school, the parent, and the student. This is a great opportunity to continue the discussion on how we need to work as partners to address the school’s goals; building upon the earlier discussion about the CIP and the school’s goals. That Title I parents have the right, by law, to be involved in the development/revision of the School-Parent Compact The timeline for the compact’s development/review/revision. Clearly state the process that is in place for all Title I parents to have the opportunity for input on the compact. The Parent Compact is reviewed/revised each summer. Parents can make comments/recommendations at the schoolwide committee meetings during the school year. Each parent is given a copy of the compact annually in the registration packets. IMPORTANT: Parents should leave the meeting being able to answer the following question: What is the School-Parent Compact, and do you know how you can be involved in developing or revising the compact? (Parents should be able to discuss the process that is in place for their involvement in the development/revision of the School-Parent Compact.)

11 WLE’s School Wide Program and Goals…….
Implement the Lucy Calkins Writing Units of Study that will yield a student writing portfolio with three published writing pieces and increase student performance by 3%, as measured by district and state assessments. Engage in the identification of student learning targets in the area of math to provide specific content instruction that will help increase student performance by 3%, as measured by district and state assessments. How do I request the qualifications of my child’s teachers? Discuss: As Title I parents, they have the right, by law, to request the qualifications of their child’s teachers. The process/simple procedure for parents to make this request. Request should be made in writing to: Henry County Board of Education This information is available in the student handbook and on the back of the Parent Compact. IMPORTANT: Parents should leave the meeting being able to answer the following question: Do you know the process for requesting the qualifications of your child’s teachers? (Parents should be able to discuss the process that is in place for requesting teacher qualifications.)

Discuss: Evaluation Requirements -Conduct annually-(That the annual evaluation of the parental involvement plan is an HCBOE requirement.) -Conduct with Title I parents -Analyze survey results -Analyze Content and Effectiveness of the current plan and compact -Identify Barriers to parental involvement -Data/Input may include… Parent Survey (Required) Focus Groups Parent Advisory Committees Process and Timeline- Parent Leaders from each school will inform the committee and parents. How the evaluation informs next year’s plan – Data collected from survey results, focus groups, parent meetings, IMPORTANT: Parents should leave the meeting being able to answer the following question: What is the process for you to be involved in the annual evaluation of your LEA’s Parental Involvement plan. (Parents should be able to discuss the process that is in place for their involvement.
