1 I-66 Outside the Beltway Design Public Hearing Meetings November 13, 14 & Susan Shaw, P.E., Megaprojects Director Virginia Department of Transportation

2 Tolling begins December 2017
Multimodal projects benefitting I-66 users funded by toll revenue Widening I-66 eastbound between Dulles Connector Road and Fairfax Drive-Exit 71 (approximately 4 miles) – construction begins in 2018 and open in 2020

3 Project Segments Hearing Agenda Open House Starts: 6:00 p.m.
Presentation Begins: 7:00 p.m. Comments: 7:30 – 8:30 p.m. Segment 3 Segment 2 Segment 1

4 2022: Transforming I-66 Over $3B in transportation improvements designed to: Relieve congestion in all lanes Provide faster transit through Express Lanes Move 2,000 to 4,000 more people per hour Fund new buses and transit routes Add 4,000 new park-and-ride spaces Improve safety

5 Project Overview Multimodal improvements to 22.5 miles of I-66
Median space reserved for future transit 2 express lanes in each direction from I-495 to Gainesville Improved park-and-ride options with access to Express Lanes 3 general purpose lanes in each direction Bike-pedestrian trail integrated with existing and planned trails HOV and transit access to Express Lanes

7 Where We Are Concept Adjustments Construction Start-up Activities
July 2016 VDOT Design Concepts and RFP Summer 2017 Concept Adjustments Late 2017 Construction Start-up Activities May/June 2015 Environmental Public Hearings November 2016 Partner Selected (I-66 Express Mobility Partners) TODAY October 2015 Public Information Meetings October 2016 Technical Proposals Submitted from Two Teams Including Alternative Technical Concepts (ATC’s) November 2017 Design Public Hearings June 2017 Public Information Meetings Fall Winter 2018 Environmental and Traffic Analyses

8 292 Acquisitions - 10 Residential Relocations
Right of Way Activity To Date Next Steps Outreach and letters to impacted landowners – through June 2018 Appraisals and interviews with property owners Estimated days between appraisals and offers for properties Acquisition negotiations 200 property owners (commercial and residential) notified of access needs and surveys – March 2017 Initiated 1-on-1 contact with residential relocation owners – Spring 2017 Survey work – April through September 2017 Design Public Hearings – November 2017 292 Acquisitions - 10 Residential Relocations

9 NEPA and Preliminary Design
Noise Analysis Process Identify noise receptors Perform noise measurements at representative receptors along corridor Perform noise modeling to identify impacts Design and assess noise walls Noise walls were shown in preliminary concept plans in 2015 Show preliminary noise wall locations on updated 2017 design plans Perform final noise analyses based upon design plans & updated traffic Is the wall feasible? Is the wall reasonable? Publish final noise study results and noise wall locations in 2018 Solicit input from benefited property owners & renters (voting process) Include approved noise walls into final plans NEPA and Preliminary Design Final Design

10 Traffic and Environmental Studies
Final Environmental Assessment and Finding of No Significant Impact (FONSI) completed in June 2016 documented the Preferred Alternative design Project design changes under environmental review Revised project design now incorporated into 2016 Constrained Long Range Plan by the National Capital Region Transportation Planning Board (October 2017) Results of the traffic and environmental reevaluations and the Final Design Noise Analysis will be posted to Transform66.org (Spring 2018) 10

11 Bicycle and Pedestrian Trails
Example Cross Sections at Overpasses Shared use trails along I-66 that integrate with County and Park trails New crossings of I-66 improve and expand bicycle and pedestrians routes 11 miles of new bike trails by I-66 EMP Over 7 miles of new bike trails by others 8 permanent count stations along the trail 11 bridges improved with additional bicycle and pedestrian facilities 11

12 Proposed Trail Design Near homes, the trail will be on the I-66 side of the noise wall Improved separation between the trail and the highway continue to be explored Along I-66, concrete barrier with fence will separate the trail from the roadway Trail outside Noise Wall Trail Inside Noise Wall Potential Noise Wall Trail without Noise Wall

13 What’s Next Continue to Refine Final Design
Dunn Loring Continue to Refine Final Design Develop Draft Corridor Aesthetics (CA) Plan Begin Early Construction Activities Complete Environmental Re-Evaluation Begin Right of Way Acquisition Complete Noise and Traffic Analyses EC Lawrence Park Proposed (Sample) Noise Wall Treatments 13

14 Key Upcoming Milestones
Date Design Public Hearings November 13, 14 and 16, 2017 Begin Right of Way Acquisition Late 2017 Begin Construction Park and Ride Milestone (960 spaces near Gainesville) Summer 2019 Route 28 Signalization (Remove 4 traffic signals from Route 28) Summer 2020 Express Lanes Open December 2022

15 Preparing for Construction
Pre-construction condition surveys underway for nearby properties Construction start-up in Fall 2017 within existing right of way Construction ramp-up in Spring 2018 Construction to take place throughout the 22.5 mile corridor for duration of project No lane closures on I-66 during peak periods Public will be kept informed through Transform66.org, social media, TV, radio, print media, roadway signage Provide advance construction information to adjacent communities and address issues of concern – Good Neighbor policy 15
