3 Meteorological Satellite System
Meteorological satellites represent a key component of the Global Observing System. Remote sensing provides the best means to monitor changes in vegetation over a wide range of temporal scales over large areas. There is a growing recognition of their importance for operational practice in the regions of South Eastern Europe countries and Eastern Europe. This underlines the importance to gain knowledge on satellite technology and increase our operational capacity to apply satellite data and products in our region. 4 Geostationary Meteorological Satellite Systems
Remote sensing is an alternative tool for: Early detection, monitoring and mitigation. Prevention and reduction of weather and climate extreme effects. Use in Land surface and Atmospheric modeling. Insight on different Land Surface Processes related to: Satellite observations are the most important source of meteorological data due to their global view, spatial and temporal resolution. 5 Physical Concept of Satellite Observations
Spectral Characteristics of Vegetation The Sun is the main source of energy in the earth-atmosphere system. Vegetation & non-vegetated surfaces have unique spectral signatures. Analysis of the vegetation spectral characteristics provide information on : the phase of vegetation life cycle, health and status, identification of individual vegetation cover types. Vegetation Stress. The vegetation spectral signatures may be substantially modified, indicating stress conditions. 6 MSG Capabilities for Land Surface Remote Sensing
MSG SEVIRI & Land Surface Monitoring The successful use of meteorological satellites for Land Applications is based on the specific performance of their instruments . The spectral and radiometric characteristics of MSG SEVIRI instrument enable observations of Land Surface parameters and processes. 7 Monitoring Vegetation from Space
First Stage: Empirical Approach Empirical Vegetation Indexes, EVIs (e.g. NDVI) Dimensionless radiometric measures Combine information from different channels, to enhance the 'vegetation signal‘, Regardless of biome type, land cover condition and soil type. Easy identification and monitoring of the vegetation conditions from satellite measurements. EVIs have several disadvantages /because they are ratio based, they are nonlinear, have noise effects and are not structural properties of land surface areas/. 8 Monitoring Vegetation from Space
Second Stage: Meteorological Approach Efforts are focused to use of: Satellite observations as a tool for monitoring of dynamic processes at the Earth surface. Dynamic processes at the Earth surface are related to the changes in the structure and the functioning of vegetation. Introduction of products for assessing key variables of land-biosphere interactions that are more directly related to vegetation properties. 9 Second Stage: Meteorological Approach
Satellite products Developed in the frame of Land Surface Analysis Satellite Applications Facility (LSA SAF) , LSA SAF Products, more directly related to vegetation properties available both in near real time and off-line. For determine: - Landscape water, energy and carbon balances, - Detection of long-term climate change. 10 Contribution to EUMETSAT and LSA SAF User Services & Training
NIMH Bulgaria initiated and hosted the First EUMETSAT training workshop on MSG land surface applications: ‘Drought & Fires’, Sofia, 7-12 September 2009. Participants: This was a forum for exchange of knowledge between primary satellite data users in South Eastern European countries, satellite product developers from a number of satellite agencies and meteorological institutions: EUMETSAT, Land SAF Consortium, NOAA/NESDIS, NASA and University of Maryland, National Meteorological and Research Institutions of Brazil, Portugal.

SALGEE User Group Satellite Applications in Land surface analyses Group for Eastern Europe Satellite Applications in Land surface analyses Group for Eastern Europe (SALGEE) was established as an outcome of the EUMETSAT Workshop in Sofia, September 2009. Formally approved by EUMETSAT in December 2009 and Formally connected to the Land SAF. Satellite Applications in Land surface analyses Group for Eastern Europe The composition of the User Group and early operations are defined in Terms of references (ToRs). A Steering Group comprising two Co-Chairs (one for EUMETSAT, the other one for the LSA SAF Consortium) and a Secretary will manage the activities. The SALGEE shell have as Members, representatives of: EUMETSAT, The LSA SAF Consortium, NMHSs in SE &Eastern Europe countries, NOAA, NASA and other operational Agencies and research Groups dealing with Land Surface Satellite Applications, Representatives of countries from other regions of interest could be invited to participate. 13 EUMETSAT SALGEE Project
SALGEE Objectives 1. To promote EUMETSAT MSG and EPS data & products related to : - land - land-atmosphere interaction - biospheric applications. To follow LSA SAF methodology and facilitate the use of LSA SAF products trough exchange of knowledge on an integrated approach for using LSA satellite data in conjunction with other available information among the users of SEE and EE. To facilitate the development of appropriate tools for visualization in image format and digital processing in the countries of the target regions. 14 EUMETSAT SALGEE Project SALGEE Activities & Responsibilities
Main Activities & Responsibilities (among the other planned at ToRs): - Establish mechanisms where scientists, and user community provide feedback to product developers at EUMETSAT and LSA SAF. - Initiate and support cooperation between the NMSs and National Civil Protection Authorities and Forest Managements Authorities. - Planning and reporting on progress (during the EUMETSAT Annual Conference and/or LSA SAF Workshop) in the work. SALGEE will organize biennial international workshops (2009, 2011,…) to review and discuss progress in using satellite products for land surface applications. “MSG Land Surface Applications: Drought & Fires” 4 - 7 April 2011, Antalya, Turkey WORKSHOP Programme Covers mainly satellite applications related to vegetation fire problem, which is of a major concern in the areas influenced by Mediterranean climate, where warm and dry summers may lead to high level of vegetation water stress. Fires are critical elements in the Earth System……. Expectet Outcome Linked to the Climate, Land surface processes and Human activities. Can cause dramatic Changes in the Structure and Functioning of Ecosystems. Modify the provision of a variety of Ecosystem services such as Carbon Sequestration, etc. Fires and their effects on terrestrial ecosystems are highly related to global change. To keep the topic of the 1st SALGEE WS : Monitoring of Fire as natural hazard in its three phases: Pre-crisis (before fire): Drought monitoring & Fire risk; Fire weather forecasting. Crisis (during the fire): Fire detection by satellites. Post-crisis (post fire effects): Biomass burning, FRP. To extend knowledge on relevant satellite products from various platforms: Satellite products for fire Detection & Validation. Post fire effects of biomass burning and the related emission. Fire weather forecasting through exchange of experience in Australia, a country traditionally dealing with fire fighting. Upcoming EUMETSAT and NOAA satellites To extend the region of user community of LSA SAF products, including countries from Eastern Europe. To exchange experience with other satellite agencies (ISRO India), research and operational centers (Australia, Italy). Expectet Outcome Through Lectures, Exercises and General Discussion on SALGEE Perspectives.

The principles for inviting the main presenters: Leading experts in Satellite Applications for Drought and Fire. Participation in the 1st SALGEE WS in Sofia, 2009. To have a concern in SALGEE initiative. Main topics: Session 1: Vegetation Status & Fire Conditions Basic physical concepts, satellite sensors and products suitable to retrieve information from vegetation surfaces and their status. Session 2: Fire Detection & Monitoring Fire detection products on various satellite platforms. algorithms and validation.
