The Unique Identification Authority of India is at the heart of this ecosystem, and is responsible for the definition of these relationships, and the core infrastructure. It is also responsible for measuring, and monitoring the performance of the system, and driving it towards delivering on its goals.

11 How Ecosystem works !!!!! REGISTRAR Who Can Be Registrars?
Registrar is an entity authorized or recognized by the UIDAI for the purpose of enrolling individuals. They are partner to UIDAI vide a MOU and responsible for abiding by the roles and responsibilities assigned to them. They are primarily various state governments, central ministries, banks and public sector organizations who have signed MOU with UIDAI for enrolment of residents. Who Can Be Registrars? "Registrar" is an entity authorized or recognized by the Authority for the purpose of enrolling the individuals for UID numbers. Registrars are typically departments or agencies of the State Government/Union territory, public sector undertakings and other agencies and organizations who interact with residents, in the normal course of implementation of some of their programs, activities or operations. Examples of such Registrars are Rural Development Department (for NREGS) or Civil Supplies and Consumer Affairs Department (for TPDS), insurance companies such as Life Insurance Corporation and Banks.

12 How Ecosystem works !!!!! Roles & Responsibilities Of Registrar
Partner with the UIDAI and leverage the ecosystem defined by the UIDAI in implementing the enrolment process Only use the software provided by UIDAI for enrolment purpose, which will have the provision of capturing audit data as part of enrolment packet against each enrolment / update for traceability of enrolment client, operator, supervisor, enrolment agency, registrar, and any other information. The equipment such as computer, printer, biometric devices and other accessories shall be as per the specification prescribed by the authority from time to time. The biometric devices used for enrolment shall meet the specification prescribed by UIDAI as well as certified as per the process prescribed by the Authority. Engage Enrolment Agencies for enrolment of resident, conduct training of the agencies and regular monitoring. Ensure that standard defined by UIDAI is followed in terms of technology, devices and processes including in training, awareness building, enrolment, authentication etc.

13 How Ecosystem works !!!!!  Registrars shall carry the enrolment of resident by themselves or through enrolment agencies contracted by them. Registrars shall have option to contract with empanelled enrolment agencies or any other agencies found suitable by them following their own system of contracting such agencies..  Ensure that all the enrolment packets have been transferred to CIDR within specified time using secured FTP channel only.  Ensure relevant security protection for data collected during the same; retain safe copies of supporting documents and provide access to UIDAI as and when required  Partner with Civil Society Organizations and other outreach groups to maximize enrolment of marginalized residents  Setup process for grievance resolution, monitoring EA performance etc. as defined by the UIDAI; provide assistance to UIDAI in resolving matters of dispute

14 How Ecosystem works !!!!! ENROLLMENT AGENCY
Enrolment Agencies are entities hired by the Registrars for enrolment of residents during which demographic and biometric data are collected as per UIDAI enrolment process. Enrolment Agencies must ensure continued empanelment with UIDAI in order to be engaged by Registrars. If non-empanelled agencies are engaged by Registrars, they are also subject to the same terms and conditions as the empanelled agencies.  Enrolment Agency is an agency is hired by the Registrar under contract subject to verification of profile of the organization, technical and financial evaluation. Enrolment agencies provide operators and supervisors for the enrolment stations on the field, and also create the necessary conditions for the optimal enrolment of residents.  Enrolment agencies must notify residents and UIDAI, of the enrolment schedule in advance.  Enrolment agencies will be empanelled by the UIDAI and paid by the registrar for successful Aadhaar Generation

15 How Ecosystem works !!!!!  The enrolment agencies shall setup the enrolment centre for enrolment of resident as well as correction or update of resident data  The EA shall only use the software provided by UIDAI for enrolment purpose. The enrolment software shall also have provision of capturing audit data as part of enrolment packet against each enrolment / update for traceability of enrolment client, operator, supervisor, enrolment agency, registrar, and any other information.  The equipment such as computer, printer, biometric devices and other accessories shall be as per the specification prescribed by the UIDAI from time to time.  The biometric devices used for enrolment shall meet the specification prescribed by Authority as well as certified as per the process prescribed by the UIDAI.  The enrolment operator shall collect the physical/electronic copy of supporting document or convert it into electronic format as per the process defined by UIDAI  The Enrolment Agency shall be responsible for field level execution and audit.  The Enrolment Agency shall allow the authority to have reasonable access to the premises occupied by it or by any other person on its behalf and also extend reasonable facility for examining any books, records, documents and computer data in the possession of

16 How Ecosystem works !!!!!  Enrolment Agency or any other person on their behalf and also provide copies of the document or other materials which, in the opinion of the authority are relevant for the purpose of audit.  The Enrolment Agency shall at all times abide by the Code of Conduct Enrolment Agency  The Enrolment agency shall adhere to the various process, policies and guidelines, checklists, forms and templates issued by authority from time to time. Enrolment Agency Activities  Procurement of Devices and other requirements as per Checklist for setting up Enrolment Centre  Enrol Operator/Supervisors and Register and Activate them at UIDAI  Get first Operator enrolled by an authorized EA operator  Send data packet and User management sheet for this Operator to CIDR  Receive UID and go ahead for this Operator to start enrolling others.

17 How Ecosystem works !!!!!  Get other Operator/Supervisor and Technical Administrators and, if so, Introducers as well , enrolled by the first operator  Send their data packets and user management file to CIDR Receive UIDs  Register them for certification exam by Sify/NSEIT  Personnel certified and Registered in CIDR can go ahead and enrol other Introducers, Residents Station Registration  Obtain EA auth user and code on EA technical admin's ID  Obtain Registrar code, EA code from UIDAI  Obtain latest Aadhaar software and install, Register and configure client laptops  Complete User Setup and Test release for KYR and KYR+  Loading and testing of pre-enrolment data

18 How Ecosystem works !!!!! SUPERVISOR/ OPERATOR
The Operator employed by the Enrolment Agencies will be responsible to enrol the residents and capture the demographic information as given in the form & capture the biometric information using the enrolment software. The Operator shall collect the physical/electronic copy of supporting document or convert it into electronic format as per the process defined by authority. The Operators perform the enrolment, while the Supervisors manage the centre. The Supervisors are responsible for the adherence to processes, data quality, and exception management. The Supervisors can perform the enrolment also. The Operators and Supervisors must have Aadhaar numbers, and be certified before they can handle enrolment operations.

31 Enrollment process !!!!! Step 1:Initial Collection of Demographic Data by the Enrolment Agency • This step is carried out either through the pre-enrolment database or through a paper based form. • For example, if the state PDS is the Registrar, and a Resident comes with his/her ration card, the data can be retrieved from the pre-enrolment database. • In case a Resident does not have ration card, he/she needs to fill up the paper-based form for providing the demographic details. Step 2: Operator at the Enrolment Agency Provides Paper Form If the pre-enrolment database does not have the Resident’s data • A paper form which is called the Enrolment form must be filled up by the Resident. The resident fills up the form with basic information which is also referred to as ‘Know Your Resident’ (KYR) information. • This enrolment form can not be returned to the Resident after enrolment data is entered by the Operator in the Aadhaar Enrolment Client software. Step 3: Enrolment Operator Guides Resident in Filling Demographic Data Form • If the Resident has any difficulty in filling the Enrolment Form. The Enrolment Operator can guide the Resident in filling up the form

32 Enrollment process !!!!! • The Enrolment Operator may take assistance from local support such as village accountant, field Inspector, Introducer, staff from Non Government Organizations (NGOs), Civil Society Outreach (CSOs), etc. to help the Resident fill up the form • Even if the Resident is part of Registrar’s database, his/her data can be updated. For example, Resident may need to get his date of birth or address corrected, etc. Step 4: Resident Provides Demographic Data Verification Documents • Resident needs to carry original documents and a photocopy of Proof of Identity (PoI), Proof of Address (PoA), Date of Birth (DoB) documents for verification. If the Resident is not carrying photocopies of these then the Enrolment Centre should provide the photocopies free of charge. Step 5: Registrar’s Supervisor Verifies the Resident’s Documents Every Resident’s Demographic data has to be verified. There are two methods of verification: • Based on supporting documents (such as PoI, PoA and DoB) • Based on Introducer system The Registrar’s Supervisor present at the Enrolment Centre will verify the documents. • If pre-enrolment data is used, Registrar’s Supervisor will verify documents like Ration Card, NREGA job card, etc. • In case Enrolment form is used for filling demographic data, then Registrar’s Supervisor will verify form details against PoI, PoA, DoB documents.

Step 6: If Resident Data is already in the pre-enrolment database, then Enrolment Operator gets it into the Enrolment Software • When pre-enrolment database is available, the Enrolment Operator can retrieve the Residents’ data by entering Registrar’s Identifier in the Enrolment Client software A few example of Registrar’s Identifier are as follows: o Ration card number (Food and Civil Supplies Department as Registrar) o Job card number (Rural Development Department as Registrar) o Policy number (LIC as Registrar) o TIN (RGI as Registrar) o Electoral Photo Identity Card (EPIC) number (Election Commission as Registrar) o Permanent Account Number (PAN) number (Income Tax Department as Registrar) Step 7: Enrolment Operator Enters the Resident Data into the Enrolment Software • The Enrolment Operator enters the verified demographic Resident data into the Enrolment software from the Enrolment Form. • If data has been retrieved using Registrar’s Identifier, then Enrolment Operator checks and corrects or completes the Resident’s demographic information. Step 8: Enrolment Agency (EA) Operator checks if the Resident has a TIN provided by RGI (Census team) and enters the TIN • The Enrolment Operator should check with the Resident if the RGI (census) officials have visited his/her household for a population census survey and assigned a TIN.

34 Enrollment process !!!!! • The Operator enters the TIN in the enrolment software. Step 9: If Resident is Less than 5 Years Old – Enrolment Based on Details of Parent/Guardian • In case of children below the age of 5 years one of the parents’ or guardian’s name shall be recorded and Aadhaar or Enrolment Number (either of the two numbers) shall be recorded. This is compulsory. • If the child is being enrolled along with his/her father /mother / guardian, the Operator will first enroll the parent / guardian and record the parent’s Enrolment Number in the child’s form. Step 10: Enrolment Agency Operator Checks if the Resident has Any Biometric Exceptions like a Missing Eye or Finger Unique Identification Authority of India • Enrolment Operator checks to see if Enrolment Operator checks to see if Resident’s eyes and fingers are missing / amputated. • If the Resident has any biometric exceptions, these also have to be captured on the Demographic screen in the form of Biometric Exceptions. • Operator enters details of “Missing Eye Indication” or “Missing Finger Indication” as appropriate.

Step 11: Enrolment Agency Operator Captures Biometrics - Facial Image, IRIS and Fingerprints • The Resident should be asked to sit with his/her back upright and his/her face towards the camera. There should be a white background behind the Resident while the face photograph is being taken. Adequate lighting should also be provided such that the face should not have shadows or glares.

37 Enrollment process !!!!! • If the Resident has “Missing Eye Indication” or “Missing Finger Indication” these should be captured as photographs using the camera through the Aadhaar Enrolment Client. In case of missing eyes/iris, a photograph of the Resident showing the biometric exception should be taken. In case of missing fingers, a picture with palm facing the camera should be taken. • The images of both iris should be captured. • The fingerprint scans of all ten fingers are to be captured. • The fingerprints must be captured in the sequence of slaps of four fingers of left hand, right hand, followed by the two thumbs. • If required, the Operator will ask Resident to clean her/his hands using water and then drying them with a towel. The Operator, with the Resident’s permission, may help the Resident to press the fingers a little harder on the scanning area. • Operator will position and help the Resident with the biometric devices to get good quality iris and facial images. If the quality of any of the biometric images (facial, iris or fingerprint) is not good in the first attempt, the Aadhaar Enrolment Client software will show an error. The Operator may have to repeat the process, using the ‘recapture’ option, several times in order to get the required quality.

38 Enrollment process !!!!! If the Operator is not able to capture the desired quality of image after the prescribed number of attempts, the software provides a “forced capture” option. In this case, all sets of biometric data captured will be sent to CIDR for de-duplication & quality monitoring purpose. • UIDAI will monitor the performance of Enrolment Operators and check the number of times an Enrolment Operator has sent “forced-capture” biometric data or substandard biometric data to CIDR. • During this entire procedure the Operator will ensure that the Resident does not feel any kind of discomfort. Step 12: Enrolment Agency Operator Shows Data to the Resident for Validation • The Operator shows the data entered to the Resident on a monitor facing the Resident and if required, reads out the content to the enrollee, to ensure that all details captured are correct. • The Resident agrees that the entered data is correct

Step 13: In Case Resident Finds Any Error in the Data Entered by Enrolment Operator • Operator then corrects the errors pointed out and again shows the data to the Resident. • If the Resident asks for correction of the data, the Enrolment Operator has to make the correction in the Enrolment Client Software. For example, the Resident may ask for the spelling of his/her name to be changed or initials expanded. Thus the name K.R. Patil can be expanded to Keshava Rao Patil. However, major changes cannot be done without documentary evidence (as per PoI, PoA documents). For example, the surname of a Resident cannot be changed by the Enrolment Operator. Step 14: Enrolment Operator Checks if Resident Wants Financial Inclusion • Operator asks Resident if he/she wants to participate in the scheme of financial inclusion (FI) by linking his/her current bank account to his/her Aadhaar number or by opening a new bank account on the basis of his/her Aadhaar number.

Step 15: Resident wants Financial Inclusion of data • If the Resident agrees to be part of the scheme of financial inclusion, then the Operator checks if the Resident has an existing bank account at one of the banks. • If the Resident already has a bank account at one of the scheduled commercial banks the Operator should capture the capture the required account details such as bank name, IFSC code and account number. • In case the Resident wants to open a new account, the Operator will mention the same in the Enrolment software. An account will then be opened for that Resident in future. Step 16: Enrolment Operator provides her or his Own Fingerprint to Sign-off the Data Capture • The Operator signs off the data with her or his own finger print Step 17: Enrolment Operator Gets Supervisor’s Sign-off for Exceptions if Any • The Enrolment Agency Supervisor’s fingerprint may be needed if there are any exceptions (such as missing finger or eye). This would also be required if the biometric quality is not good and the “forced capture” option is used.

Step 18: Enrolment Operator prints Acknowledgement and Consent for Enrolment Slip • The Operator prints the acknowledgement slip and the consent form. • The Operator signs the slip and gives it to the Resident. • The Resident signs the consent form and returns to the Operator. Step 19: Enrolment Operator takes Resident’s Consent and Files it • The Resident’s consent is taken using his/her signature/thumb impression. The Consent for along with PoA, PoI & DoB proofs is then stored as per the procedures prescribed by the Registrar. Step 20: Enrolment Operator takes Backup of Data • The Operator must backup the contents of the hard disk of the computer at each Enrolment Station from time to time in an external hard disk. This operation should be performed at least twice a day. • If the data gets corrupted then the Enrolment Agency will need to re-enroll the Residents which will be a loss to the Enrolment Agency. Hence backup taking is most important. Step 21: Enrolment Operator Exports Data to a memory stick • At the end of the day when all enrolments are complete, the Operator will use the export option in the Aadhaar Enrolment Client software to transfer the data captured during the day to a memory stick.
