No UC requires letter of recommendation at the time of application. However, it has long been University practice that campuses can request additional information from students, such as transcripts, interviews, auditions…and this includes letters of recommendation. Several campuses use letters of recommendation in their review process, including Berkeley, and they will continue to do so.
