5 BACKGROUND SAPS has 146 police stations
Western Cape population: 5 million SAPS has 146 police stations 16 Satellite stations constituting of 25 clusters 19692 commissioned SAPS members Police ratio to population: 1:245 IPID Investigator. ratio to SAPS members: 1:985 (Average 6 stations per cluster depending on area) To enable the office to effectively and efficiently investigate cases, we have divided the IPID investigators into 15 clusters, 1 investigator serving one or two clusters and attend matters in those areas. Notwithstanding the above, the office is faced with serious challenges of investigative capacity and high volume of intake in that it is proposed that each cluster must be beefed up with additional investigators of to 2 per cluster.

8 STRATEGIES TO MITIGATE POLICE BRUTALITY
Conduct outreach on the mandate of IPID, SAPS Constitutional Mandate and Human Rights to SAPS Specialized Units, Clusters, Commanders and members. Joint Monthly meetings with Provincial SAPS office. Meeting with SAPS/IPID Nodal Point to discuss operational challenges and implementation of IPID Act. Expedite investigations and recommendations to SAPS and DPP. We embarked on Project driven investigations in rural areas: West Coast, Boland and Southern Cape. Monitoring cases on court rolls.

9 Investigations INTERNAL CHALLENGES
High intake volume of new Complaints in the Province Average per month – 148 Complaints 2. Capacity constraints To be efficient and expedite registration and investigation we need additional investigators and administrative support 3. Long distance travelled by investigators to conduct investigations Vastness of the area where investigations are conducted e.g.. Bellville to Lutzville (West Coast , 5 hour drive, single trip ±500km), Southern Cape (Plettenberg Bay, 5 to 6 hours)

10 Investigations EXTERNAL CHALLENGES Distance Vast jurisdiction
Transporting of dockets to different courts, collection of dockets and witnesses Security Risks Transporting of suspects No adequate vehicles to transport suspects Access to violent prone areas

11 STEPS TAKEN TO ADDRESS CHALLENGES
Investigation High intake volume of new Complaints in the Province Interaction with SAPS provincial management monthly and as and when necessary to discuss operational issues, trends and proactive intervention etc. Conducting outreach programmes on IPID mandate with SAPS units and stations. Investigation, completion and finalization of cases. Project management driven investigation approach Clustering of areas with dedicated investigators for investigation due to vastness of area Stationing of investigators in far lying areas for a week to finalize investigation and return at end of week to mitigate distance and travelling e.g.. George, Vredendal
