1 The CCIP and Migrant Education
Toward a consolidated and streamlined process of planning, coordination, and grants management

2 First, what is the CCIP? A web-based planning and grants management tool Connects district goals to grant activities and grant budgets Connects and relates different grants

3 Who uses CCIP for ? LEAs and charter schools who wish to apply for Federal funds through Title I, Part A, Rural Low-Income Schools (RLIS), Small Rural Schools Achievement Program (flexibility), and Migrant Education.

4 What does this mean for the Migrant Education Program application process?
The application is simpler. Less narrative is required. Collaboration with other Federal grant programs occurs, and potentially avoids duplication of efforts and activities. Program activities are designed with unified goals in mind.

5 Who is involved in the process?
This will be different in different LEAs and charters. There are “roles” in the process, and they are assigned by a User Access Administrator. As an MEP Director/Coordinator/Staff Member, you will be working with a team to get the MEP information into the system.

6 For Directors: In many cases, the MEP Director is also the Title I Director and will be very well aware of the entire CCIP process. In other cases, the MEP Director/Coordinator is affiliated with Title III or another department, and may be called upon to work on the MEP section of the CCIP.

7 Basic Steps in the Process
The User Access Administrator for your LEA will decide on the roles each person involved will serve, but will typically be the Title I Director. One person can have many roles, and one role can have many people who serve it.

8 Roles User Access Administrator
Allows the user to create, update, and delete users/roles for an organization. This role does not give the user any access to edit the Funding Application or Planning Tool. Data View Allows the user to view unapproved Funding Applications for an organization. Data Entry Allows the user to edit the Funding Application for an organization. Planning Tool Data Entry Allows the user to edit the Active Plan for an organization. Treasurer Allows the user to mark an application Treasurer approved. Also, this role inherits all permissions from the Data Entry role. Superintendent Allows the user to mark an application Superintendent approved. Also, this role inherits all permissions from the Data Entry role.

9 Roles, continued In general, MEP staff members such as Recruiters or Service Providers may be assigned the Data View role, since they won’t enter data, but might need to read the unapproved application….

10 CNA and District Improvement Plans are part of this instrument and are entered into the Planning Tool component of the CCIP In most cases, a group representing various departments in a district has already worked together to compile the District CNA (not the MEP CNA) and to develop a District Improvement Plan.

11 Planning Tool, continued
The Planning Component is not grant-specific, but district-wide. An example district goal could be: Provide engaging learning environments governed and supported by 21st century systems.

12 Many programs in a district will share that same goal…
…but the strategies each program uses to reach that goal may be different due to grant purposes, regulations, guidance, and the population the program intends to serve…. For example, MEPs have a need to develop digital resources for Out of School Youth, who cannot attend classes easily. One can easily relate this need and potential strategy to the example District Goal in the previous slide. (Provide engaging learning environments governed and supported by 21st century systems.)

13 In the CCIP, the goals are supported by fiscal resources…
In order to support a goal, different programs will have different fiscal resources to offer. A single grant can support several goals, and a single goal can be supported by several grants…..

14 Planning Tool— Fiscal Resources
The Data Entry staff member(s) will complete a section on fiscal resources at this point, but it is not the budget, which is imported from the BUD System.

15 Planning Tool— Strategies to achieve a goal
Strategies are the means to achieve the intended goal…. For example, if a goal is to increase high school graduation rates… A strategy could be to develop a mentoring program for students who are at-risk of dropping out…

16 As an MEP staff member, you will look closely at the next section—The Funding Application
This is the part of the tool that contains a specific section relating to Title I, Part C, Migrant Education.

17 The MEP Section of the Funding Application
Contains 4 subsections: Budget—populated by BUD System; this is read- only and is only at a low level of detail Grant Details—filled out by LEA staff in order to give more detail than budget captures Plan Relationships—links back to Fiscal Resources identified in the Planning Component Related Documents—contains templates for the three documents that must be uploaded to complete the MEP section of the CCIP….

18 Related Documents The following documents must be uploaded to this section in order to complete your MEP application: The MEP “Description of Activities/Strategies to Meet State Goals” The completed student profile for your district The completed Identification and Recruitment Evaluation

19 Related Documents, continued
The first document listed new for this year’s application. It is a summary of goals and strategies from the Service Delivery Plan. You will be asked to indicate those strategies you plan to use. There is space for additional strategies not encompassed by the bullet points.

20 Related Documents The other two related documents are the completed Student Profile for your LEA and the Identification and Recruitment Evaluation. The student profile was sent to all programs with a few qualitative questions to be completed in the LEA. A blank student profile serves as a placeholder in the CCIP. The ID and R Evaluation template is part of the CCIP and is also available online at:

21 In closing…. As the CCIP is fine tuned, many aspects will become simpler… The most exciting aspect of this process is the natural collaboration it fosters… Please don’t hesitate to call or us if you have a question.
