8. The overall purpose of the rewrites was to provide clarity, consistency and collaboration. The rewrites also bring certified lay ministry more firmly under the umbrella of Lay Servant Ministries and join the National Plan for Hispanic and Latino Ministries’ lay missioner program with the Certified Lay Minister program.

9. Certified Lay Servants
Provide leadership, assistance, and support
Lead meetings for prayer, training, study, and discussion
Conduct, or assist in conducting, services of worship, preach the Word or give addresses
Work with appropriate committees and teams which provide congregational and community leadership or foster caring ministries
Assist in the distribution of the elements of Holy Communion
Teach the Scriptures, doctrine, organization, and ministries of The UMC
Lay servants fulfill these responsibilities when requested by the pastor, district superintendent,
or committee on Lay Servant Ministries. (2016 BOD-¶ )

10. Certified Lay Servant FOR RECERTIFICATION:
Be a professing and active member of a local church/charge
Make application in writing to appropriate committee and obtain recommendation from pastor and church council or charge conference of the local church or other United Methodist ministry in which he/she holds membership
Complete the “Introduction to Lay Ministry: The BASIC Course” and an advanced course for Lay Servant Ministries
Have qualifications reviewed by the District Committee on Lay Servant Ministries, or equivalent, for certification
FOR RECERTIFICATION:
Submit an annual report and renewal application
Obtain recommendations from pastor and church council or charge conference or other United Methodist ministry in which he/she holds membership
Complete an approved advanced course in the last three years

11. Certified Lay Speaker
Serves by preaching the Word when requested by the pastor, district superintendent, or committee on Lay Servant Ministries, in accordance and compliance with Par of the 2016 Book of Discipline.

12. Certified Lay Speaker Obtain certification as lay servant
Complete a track of study to include: leading worship, leading prayer, discovering spiritual gifts, preaching, United Methodist heritage, United Methodist polity
Interview with and recommendation from District Committee on Lay Servant Ministries or equivalent
Be approved for certification by the Conference Committee on Lay Servant Ministries or equivalent structure
FOR RECERTIFICATION:
Submit an annual report to the charge conference and the District Committee on Lay Servant Ministries
Obtain pastor and church council or charge conference approval
Complete an approved advanced course for Lay Servant Ministries in the last three years
Interview with the District Committee on Lay Servant Ministries every three years for re-certification

13. Certified Lay Minister
“called and equipped to conduct public worship, care for the congregation, assist in program leadership, develop new and existing faith communities, preach the Word, lead small groups, or establish community outreach ministries as part of a ministry team with the supervision and support of a clergy person. A certified lay minister is assigned by a district superintendent in accordance with ¶419.2.” (¶ 268.1, 2016 BOD)

14. Certified Lay Minister
Be certified as a lay servant, lay missioner, (or equivalent as defined by his/her central conference)
Obtain a recommendation from the pastor and church council or charge conference
Complete a track of study as defined by GBOD and the conference committee on lay servant ministries, or its equivalent
Obtain a recommendation from the district superintendent
Interview with and obtain recommendation from the district committee on ordained ministry
Be approved by and receive certification from the conference committee on lay servant ministries, or its equivalent

15. Certified Lay Minister
To be re-certified, the CLM needs to:
Submit an annual report
Undergo a ministry review every two years
Complete an advanced LSM course or other approved continuing education event in the last two years
Obtain a recommendation from the district superintendent
Interview with and receive recommendation from the district committee on ordained ministry
Be approved by and receive recertification from the conference committee on lay servant ministries, or its equivalent

16. ¶ Book of Discipline 2016
“When a pastoral charge is not able to be served by an ordained or licensed minister, the bishop, upon recommendation of the cabinet, may assign a qualified and trained layperson, lay minister or lay missioner to do the work of ministry in that charge. The layperson is accountable to the district superintendent or another ordained or licensed minister appointed to oversee the charge, who will make provision for sacramental ministry. Upon the bishop’s assignment, the lay person will be assigned an additional clergyperson as a guide to provide support in the assignment. If the assignment is to continue longer than one year, within that year, the layperson will begin the process of becoming either a certified lay minister or a certified candidate, thus coming under the care of the District Committee on Ministry. The layperson assigned is also accountable to the policies and procedures of the annual conference where assigned.”
