3 Dubai’s High Level Strategy
Vision – Dubai integrated Energy Strategy (DIES) 2030 is to raise energy efficiency by 30% by 2030. Regulation – Regulatory Services Bureau for Water and Electricity, effectively oversees DEWA and monitors the implementation of the vision. Incentive – Dubai Carbon is a think tank that conceptualises and monetises energy saving concepts to achieve for example, carbon trading (via partnerships). Approved ESP’s – Etihad ESCO is a ‘Federal’ DEWA venture established in 2013 to enable energy saving projects, jumpstart the creation of viable performance contracting and executing building retrofits as well as increasing penetration of district cooling.

4 Dubai’s High Level Strategy
IWPP – Although Dubai retains a bundled solution in the form of DEWA, the legislative framework was created in 2011 for external funding and power provision in the future. Renewables - Dubai’s energy strategy aims to diversify the Emirate’s electricity generation mix to include 15% renewable energy by 2030, most os envisaged to be solar. Dubai Cooling Study - In 2013 the Dubai Supreme Council of Energy (DSCE), developed a Demand Side Management (DSM) strategy, which identified eight programmes designed to deliver Dubai’s energy efficiency targets. In Dubai’s rooftop solar programme, Shams Dubai, became the DSM Strategy’s ninth programme
