draft Recommendation 5.4.1(3)/3 — Study to be undertaken to analyse options for optimization of the upper-air observations programme of the GOS; Refers to Action G10 of EGOS-IP requesting Members to “investigate possibility to optimize the radiosonde network in order to make the upper-air conventional observation coverage more uniform …” Study Plan proposed by ET-SBO for potential change to the radiosonde network configuration based on complementarity optimization with AMDAR Issue was considered at the Sixth WMO Workshop on the Impact of Various Observing Systems on NWP (Shanghai, China, May 2016), and workshop made two recommendations (i) specific scenarios for radiosonde schedule launch to be proposed, and (ii) recent field experiments (e.g. CMA) to be used for impact experiments

draft Recommendation 5.4.1(3)/4 — Establishment and designation of the WMO Global Data Centre for Aircraft-Based Observations. OPAG-IOS identified need for WMO Global Data Centre for Aircraft-Based Observations (GDC-ABO) MADIS (USA) has capabilities to undertake functions of GDC-ABO ICT-IOS-9 strongly supported & agreed in principle Exchange of letters between WMO and USA with ToR & official US offer, subject to CBS-16 Recommendation and EC-69 approval Terms of Reference Liaise & agree with CBS expert teams on detailed operations & functions Receive, QC & maintain database archive of all ABO obs & metadata Make provision of archived ABO data & metadata to WMO Members according to data providers data policy Develop & maintain a record of data quality issues associated with ABO data To the extent possible, retrieve & backfill GDC-ABO database with available historical global data Report to CBS on an annual basis Recommend Executive Council to establish MADIS as GDC-ABO Secretary General to develop MoU in collaboration with CBS
