2 Event Recycling Title 17 – Streets & Sidewalks Ordinances effective in requires recycling at: All parades and races Large block events = 2,500 attendees per day Block Event Special Event Committee review New events Very large events Events with issues previous year

3 Events must have: Prior to the event a written plan must be provided to the City demonstrating how they will comply with the ordinance 1:1 recycling to trash containers number and size of container Signage on all containers and at permanent entrance points and at all points of sale directing patrons to recycle 1 location for separate collection of cardboard

4 Encouraged to: Following the event:
Collect and deliver compostable materials to a processing facility when food and beverages are dispensed Following the event: Within 10 business days, the applicant must submit: Valid recyclable material processing facility weight ticket, photographs, or other written evidence acceptable to the city

5 Environmental Packaging
Ordinance effective that bans use of Rigid PS beginning and all containers must be recyclable or compostable beginning Additional requirements include: Requires reusable, recyclable (#1, #2, or #5 plastic), or compostable packaging for food prepared for immediate consumption Requires recycling and/or organics collection containers

6 Challenges with event ordinance
Block event attendee count is too high Recommend reducing attendee count for recycling ordinance to apply Does not allow for a zero-waste event Currently would have to have 1:1:1; garbage, recycling, organics to have a zero-waste event and be in compliance (and garbage would have to be the same size container as the rest) Recommended change (August 2016): to allow exemption to 1:1 garbage to recycling if zero-waste plan is submitted and approved prior to the event Many of our container rentals are smaller block events who choose to have 1:1 garbage and recycling but are not required to.

Information not included on webpages or on Permit Applications Business District Block Event Permit does require a map that shows placement of recycling and garbage containers, but does not mention the waste plan that’s also required Not heavily enforced Staffing Weight tickets Minneapolis Park and Recreation Board has separate event permits
