2 Serbia - overview Population: 7 milions people
Capital city: Belgrade (1,7 milions people) People who inject drugs: 20 – 30 thousands People who live with HIV: 2120 OST programmes: 23 (5 thousands beneficiaries) Drop-in center for PWID: 1 (300 beneficiaries) Allocations for HIV treatmant: 9,5mil € Allocations for OST: 1,5mil € Allocations for harm reduction: €

3 Transition Advocasy campaign for sustainable funding was not to strong
At the end of the GF project organized a consensus conference Harm reduction programs are included in 3 of 5 conclusions on consensus conference It was not enough, resault is 0

4 Transition CSO participated in transition proces through capacity building, consultations, CCM, organizing consensus conference and fundraisinig CSO make pressure on the country for years to finance programs funded by the GF, without success

5 Why we did not succeed? Lack of political willingness
Short transition period Dysfunctionality of CCM and National Commission for HIV, HCV and TB Insufficient skills, experience and motivation for advocacy Insufficient pressure from the EU, UN, WHO ...

6 Current situation NSP programs are in National drug strategy and Action plan which are not budgeted The National Strategy for HIV / AIDS has expired 2015. Serbia don`t have new strategy Serbia don`t have Country Coordinating Mehanism (CCM) Serbia don`t have National Commission for HIV / AIDS Only City of Novi Sad allocate money for NSP Belgrade (1,7 milions people) don`t have NSP During 2015 recorded 148 new HIV infections

7 Lessons learned We need: well-motivated CSO
advocasy plan and skills for advocasy key persons in government external pressure (EU, UN...) evaluation & cost effectiveness analysis standardization and licencing of CSO medium-term program financing

8 Opportunities GF & state funding through the social contracting mechanism (Problems:no CCM/National Commission, no new surveys, the state is not interested...) Regional advocacy campaign funded by Global fund EU funds (European health fund, IPA...) Some other international donors
