Strategic Alignment (1)
The APP takes into consideration the short to medium-term priorities stemming from the NDP, the MTSF, Minister’s Performance Agreement the 9-Point Plan, and relevant Government Outcomes, amongst others which have informed specific interventions that have been prioritised by the Department for the 2017/18 financial year - taking into consideration available resources and identified risks. Subsequent slides highlight the DTPS strategic priorities. However the complete schedule of Strategic Goals, Objectives and 2017/18, 2018/19 and 2019/20 Targets as well as 2017/18 Quarterly Targets are found in the 2017/18 APP. DTPS 2017/18 Priorities (1) STRATEGIC GOAL 1 Broadband connectivity that provides secure and affordable access for all citizens to education, health & other government services & stimulates socio-economic development STRATEGIC OBJECTIVE: 1.1 Coordinate the Broadband connectivity to achieve 100% population coverage In SA there is limited high speed and high quality bandwidth, especially in rural areas which has negatively impacted the country’s socio-economic growth and development. To address this, the Department is prioritising the provision of broadband connectivity to 8 Districts as well as simultaneously placing focus on enabling citizens to protect themselves online. DTPS will therefore prioritise: Project managing the roll out of the broadband connectivity Implementation Plan. (Phase 1 towards connecting of 2700 sites) Facilitating and monitoring the operations of the Virtual Cybersecurity Hub Building a better life for all through an enabling and sustainable world class information and communication technologies environment

DTPS 2017/18 Priorities (2) STRATEGIC GOAL 2 South Africa has a modern, sustainable & competitive postal & telecommunications sector STRATEGIC OBJECTIVE: 2.1 Develop & implement ICT Policy & legislation aimed at improving access & affordability of ICTs Following the Cabinet approval of the National Integrated ICT Policy White Paper in September 2016, the Department plans to focus on the phased implementation of the White Paper over the medium term with specific priority being given to the drafting of identified Bills. Within this Strategic Objective, the DTPS will also commence with preparation towards WRC-19. DTPS will therefore prioritise: Drafting of ICT Legislation in line with the National Integrated ICT Policy White Paper Conducting preliminary technical and regulatory studies to inform the SA’s draft Position for WRC-19 Building a better life for all through an enabling and sustainable world class information and communication technologies environment

DTPS 2017/18 Priorities (3) STRATEGIC GOAL 2 South Africa has a modern, sustainable & competitive postal & telecommunications sector STRATEGIC OBJECTIVE: 2.2 Promote the growth and sustainability of ICT SMMEs through the development and implementation of the ICT SMME Strategy The development of the SMME sector has been prioritised by the South African government, fundamentally for socio-economic growth and development. The Department is therefore focused on developing an ICT SMME Strategy so as to create substantial, competitive, innovative and technologically driven ICT SMMEs that significantly contribute to the country’s developmental priorities. Focus will therefore be on: Finalisation and approval of the ICT SMME Strategy Building a better life for all through an enabling and sustainable world class information and communication technologies environment

South Africa has a modern, sustainable & competitive postal & telecommunications sector STRATEGIC OBJECTIVE: 2.3 Advance South Africa’s National ICT interests in Regional and International Forum towards attaining partnerships for economic growth and development Government needs to focus on international engagements and partnerships to encourage investment in, and support for the ICT sector and the delivery of the NDP goals. There is also a need to increase South Africa’s presence in the ICT international sphere so as to influence the global ICT agenda in favour of South Africa’s domestic ICT Policies and developmental agenda. Therefore, key priorities for DTPS: Development of RSA position for BRICS Partnership Programme on the establishment of the BRICS Institute for Future Networks Development of RSA position for SADC focused towards the reduction of cost to communicate Development of RSA position for WTDC focused on developmental agenda on the internet and digital economy Development of RSA position for the UPU reform in favour of equitable representation and democratic decision making Securing of 2 partnerships for Digital Economy towards ICT enterprise development, SMME growth, e-skills and Innovation in line with ICT SMME Strategy Building a better life for all through an enabling and sustainable world class information and communication technologies environment

DTPS 2017/18 Priorities (5) STRATEGIC GOAL 3 An Inclusive Information Society and Knowledge Economy driven through a comprehensive e-Strategy and access to Government services STRATEGIC OBJECTIVE: 3.1 Develop a National e-Strategy that will give priority to e-Government services. The NDP identified the need for a National e-Strategy, that cuts across Government Departments and various sectors so as to stimulate demand, sector growth and innovation. As part of the development of the National e-Strategy, the DTPS is also developing a e-Government Strategy which articulates the overall aim and objectives as well as sets out the strategic initiatives in order to achieve a mature delivery of e- Government services. Focus will therefore be on the: Finalisation and approval of the National e-Strategy Finalisation and approval of the e-Government Strategy Building a better life for all through an enabling and sustainable world class information and communication technologies environment

Improve performance of SOC’s through proactive and stringent oversight
DTPS 2017/18 Priorities (6) STRATEGIC GOAL 4 Optimally functional Department and SOCs that effectively deliver on their respective mandates STRATEGIC OBJECTIVE: 4.1 Improve performance of SOC’s through proactive and stringent oversight In order to address duplications within the SOCs that lead to inefficiencies and wastage of scarce financial resources and a lack of clear understanding of their mandates, the Department has commenced with the SOC Rationalisation process. Furthermore, the DTPS acknowledges that a critical element to economic development and financial inclusion is the availability and access to financial services to the under-serviced areas and the unbanked population of South Africa. DTPS will therefor focus on: Implementation of the SOC Rationalisation Report focusing on the State ICT Infrastructure Company and State IT Company Facilitating the Corporatisation and Licensing of the Postbank Monitoring and evaluating the service delivery performance and compliance of SOCs against strategic plans and relevant prescripts Building a better life for all through an enabling and sustainable world class information and communication technologies environment

DTPS 2017/18 Priorities (7) STRATEGIC GOAL 4 Optimally functional Department & SOCs that effectively deliver on their respective mandates STRATEGIC OBJECTIVE: 4.2 Create a high performing organisation to enable achievement of the Department’s mandate The Department has commenced with the revision of the current Organisational Structure in line with its revised mandate, which has lead to the finalization of its Service Delivery Model. Furthermore, in order to improve the culture and climate as well as overall organisational performance, a Climate and Culture Survey was conducted in the 2016/17 FY. Therefore, going forward, the Department will prioritise the: Approval and implementation of the organisational structure Implementation and monitoring of the Climate & Culture Survey implementation plan Building a better life for all through an enabling and sustainable world class information and communication technologies environment
