Crime Stoppers? Crime Stoppers is based on the concept that someone other than the criminal has information about the crime. Crime Stoppers is designed to combat the three problems which prevent law enforcement from obtaining this information. These problems are: Fear of reprisal An attitude of apathy A reluctance to become involved

Crime Stoppers Crime Stoppers has come up with a simple solution to solve these three problems, which are often a bottle neck in the information gathering process, for law enforcement. Crime Stoppers offers anonymity to callers who provide information on unsolved crimes. Crime Stoppers pays cash rewards for this information, when it leads to an arrest, which solves an unsolved crime.

Goal of Crime Stoppers To generate anonymous tips from the community which will solve felony crimes, apprehend wanted felons, and make the community a safer place for all.

Crime Stoppers was the idea of Greg MacAleese, a Violent Crimes Detective with the Albuquerque, New Mexico Police Department. The program began on September 8, 1976.

There Are TWO Major Reasons Why People Who Witness A Crime Will Not Cooperate With The Police
FEAR APATHY People want to leave it up to someone else. People are afraid of retaliation. People are afraid of the media exposure. People are afraid of the courtroom experience.

Developing A System To Counteract Fear And Apathy
To counteract this fear, a system has to be created to allow citizens to communicate information about criminal activity and still allow them to feel relatively secure from retaliation. It is obvious that their identities have to be protected.

People believe that as long as they are not the victims of a crime, why should they be bothered just because one of their neighbors had been victimized. Motivation has to be provided to get people involved. Cash rewards can help.

Public Awareness The public has to be made aware of the program.
The Media is needed to provide regular publicity that maintains public interest as well as the Media’s.

Crime Stoppers in Texas
There are now 153 certified Crime Stoppers programs in Texas. There are now over 500 campus Crime Stoppers programs in Texas.

Crime Stoppers USA Crime Stoppers International
Expansion of the concept brought out the need for a mechanism to enhance this expansion. The result is Crime Stoppers USA, Inc., And Crime Stoppers International, both nonprofit corporations.

Texas Crime Stoppers In June 1981, House Bill 1681, 67th Legislature, Regular Session, was signed into law creating the Texas Crime Stoppers Advisory Council operating within the Criminal Justice Division of the Governor’s Office. The council consists of five members appointed for two-year terms by the Governor, with the advice and consent of the Senate. At least three members of the council must be persons who have participated in local crime stoppers programs.

Texas Crime Stoppers Council Is Charged With:
Advise and assist in the creation of local crime stoppers programs. Foster the detection of crime and encourage persons through the program or otherwise, to come forward with information about criminal activity. Encourage the news media to promote local crime stoppers programs and to inform the public of the functions of the Council.

Assist local crime stoppers programs in channeling information reported to those programs concerning criminal activity to appropriate law enforcement agencies. Certification of local crime stoppers programs.

State Certification Senate Bill 85 and Senate Bill 149, 71st. Legislature, Regular Session was signed into law in 1989. It charges the council with certifying all local Texas Crime Stoppers programs that plan to receive and expend court generated fees. Texas Crime Stoppers Training at TSU provides the training that is mandatory for certification.
