AGENCY REVIEW PROJECT: PRE-ELECTION PHASE
Three deliverables for each agency A Summary Memo that highlights the most important transition issues for the agency (Audience: Transition Board + as relevant Budget, Personnel, and Issue Working Groups) A Due Diligence Memo i.e. “20 page memo” highlighting key issues and questions for the Agency Liaison Teams that will lead the official transition efforts at each agency starting on November (Audience: Transition-phase Cluster leaders + Agency Liaison Teams) An “Agency Data File” i.e. virtual data binder containing relevant public information on each agency, with simple annotation and prioritization to improve ease-of-use use by Agency Liaison Teams as they start work on November (Audience: Agency Liaison Teams) Pre-election effort to lay the groundwork for a successful transition

DETAILED VIEW: MISSION, ACTIVITIES, AND DELIVERABLES
Nov 4 Phase 1: Pre-election agency review Phase 2: Transition Mission Create a thorough and prioritized set of preparatory materials that will maximize the effectiveness of Phase 2 activities, via a productive but “low profile” structure and process that will fully tap public information and available expertise Complete a timely and thorough review of the White House and key departments and agencies of the United States government Provide the President-elect and his key advisors with the information necessary to make strategic policy, budgetary and personnel decisions prior to the inauguration. Provide White House and nominees with key information for confirmation hearings Ensure that senior appointees have the information necessary to lead their departments, begin implementing signature policy initiatives and score early victories after the inauguration Key activities Data collection / information gathering Coordination with other pre-election working groups as needed Issue identification and prioritization based on campaign commitments and goals Synthesis into “transition ready” deliverables that will serve as the foundation for the final Transition briefing books but will be augmented in Phase 2 Direct interactions with departments and agencies via official liaisons Broader outreach to other stakeholders Coordination with other transition working groups on policy, personnel, and budget Completion of official briefing books Deliverables Summary memo (2-3 pages, for each agency) “Due diligence memo.” Longer guide to key issues and questions for phase 2 liaison teams. Agency data file. Electronic collection of all key documents and materials for each agency. Presidential Summary (for President-Elect) Agency leader memo (for Secretary-level designee) (20 pager identifying key issues and opportunities Agency User’s Manual (detailed briefing book for all senior managers) Budget memo (for President-Elect)
