9 Singapore’s Vision: Towards a Smart Nation
7/29/2018 The President and PM during Parliament in May 2014, laid out their vision for Singapore’s Smart Nation. They shared the intent to bring new industries, new technologies, leveraging big data to enable a safer, cleaner and greener urban living, provide more transport options, offer better care for the elderly at home, create a more responsive public services and open up more opportunities for citizen engagement. Singapore, similar to all cities, is faced with the pressure of continued growth, with adds demands for our urban infrastructure to increase and resources will become scarcer. To better manage this, it is therefore imperative to develop smart communities that can be driven by intelligence, integration and innovations.

10 7/29/2018 Singapore recognises the importance of IoT as a key enabler to our vision as a Smart Nation. At present, a wide range of industry sectors – including automotive, healthcare, manufacturing, home and consumer electronics, and well beyond -- are considering the potential for incorporating IoT technology into their products, services, and operations.

7/29/2018 Providing Pervasive Connectivity For communications, we are working to improve connectivity at the street level, as well as to have better mobile comms through projects like the HetNet, NGNBN and Smart Nation Platform (AG Boxes) which will aggregate the roadside communications infrastructure.

7/29/2018 IoT is a key enabler for Singapore’s vision to be a Smart Nation Beyond economic opportunities, IoT can also enrich the quality of life for citizens Some of the challenges and questions related to IoT, highlighted below, need to be addressed Data Protection Security Interoperability and standards Licensing Spectrum & Resource Allocation Through scanning various reports and white papers from (mainly Ofcom, FCC and Internet Society) on the regulatory challenges, it is observed that there are five key consistent areas that need to be addressed to ensure the growth of IoTs.

7/29/2018 Availability of network resources for IoTs IPv6 will be key to support billions of IoT devices Telephone numbers Today, IDA allocates number access code 144XX for M2M Ensuring ISPs support IPv6 IDA launched regulatory and industry initiatives to support IPv6 in Singapore (e.g., No-Islanding Principle) e-SIM Conducting trial of GSMA’s specification for the Over-The-Air (“OTA”) subscription management for M2M devices Ofcom concluded that telephone numbers are unlikely to be required for most IoT services. Instead IoT services will likely either use bespoke addressing systems or the IPv6 standard. Given this we intend to continue to monitor the progress being made by internet service providers (ISPs) in migrating to IPv6 connectivity and the demand for telephone numbers. Nonetheless, IDA has in 2013 allocated number access code 144XX for M2M uses to address the potential surge of M2M deployments in the nearer term. The M2M number format consists of up to 13 digits, i.e., 144XX YYYYYYYY, creating a total of 100 million numbers for each access code. IDA has implemented IP “No Islanding” Principle with effect from 1 June All ISPs servicing the residential markets have indicated that they have complied with the “No Islanding” Principle. However, the scope focused on residential and non-business end users and this might not assist the deployment of IoT devices.

19 New & Emerging Technologies
Most of these technologies are still in their developmental phase Light Fidelity (Li-Fi) – Uses visible-light communication instead of radio-frequency spectrum - trial is able to send data at up to 1GBps. New fibre technologies – Can increase broadband speed from 2.5Gbps to 40Gbps (XGPON and NG-PON2). 5G (IMT-2020) – Focus on consolidation of wireless networks to provide better coverage and reliability, and increase in data speeds and reduction in latency.
