4 Safety Zones Ref: 33 CFR 165.20 Auth: PWSA, 33 USC 1221-1232
Max daily penalty: $40K Definition: A water area, shore area, or water and shore area to which, for safety or environmental purposes, access is limited to authorized persons, vehicles, or vessels. Purpose: Usually established in response to some emergency situation and are temporary in nature. Also used to protect participants/spectators of permitted marine events. 4

Magnuson Act, 50 USC Max daily penalty: $40K Definition: An area land and/or water which is so designated by the COTP (or DC) for such time necessary to prevent damage or injury to any vessel or waterfront facility, to safeguard ports, harbors, territories, or waters of the US or to secure the observance of the rights and obligations of the US. Purpose: to safeguard from destruction, loss, or injury from sabotage or other subversive acts in the US to vessels, harbors, ports, or waterfront facilities 6

7 Passenger Vessel Security Zone
33 CFR , NNE COTP zone Applies to passenger vessels >100GT and >500 passengers 100 yards radius around any anchored, moored, or in the process of mooring 200 yards ahead of & 100 yards aside and astern Entry into prohibited unless authorized by the COTP or Rep. Over 400 called on Maine in are scheduled for Bar Harbor alone in 2016 (beginning Apr 29) 7

8 LPG Vessel Safety & Security Zone
33 CFR , NNE COTP Zone All navigable waters of any LPG, 1 mile ahead ½ mile astern 1000yds either side Exception: All waters of the Piscataqua River within a 500yds radius of any LPG vessel while moored at a receiving facility Entry into prohibited unless authorized by the COTP or Rep. 8

33 CFR 14 USC 91 and 633 Applicable to US Naval vessels over 100 feet LOA Prohibited within 100 yards Minimum speed within 500 yards 9
