Provide support and guidance to the HPWG

Provide metric options, and provide training to use metrics in order to evaluate the implementation and effectiveness of member training programs
This goal has been integrated in the Train the Trainer workshop. The Reverse Kirkpatrick, Behavior Engineering Model and other types of metric programs have been introduced and have been trained on at the WECC TTT workshop. 3
Create method for peer review of neighboring entity training/class instruction
Team will present a template in the April meeting.

This is on hold due to the fact that the Future OTS programs may be dissolved after the WECC reorganization. 5
