4 Building Partner Capacity
Shifts in grant structures have required changes to support offered TIF 3 (2010) Provided an EOY performance award to effective educators Effectiveness defined the same across all partners Required partners to institute regular observation and feedback for educators Partners built systems for tracking observation and student achievement data, as well as internal capacity for conducting observations TIF 5 (2016) Shift from EOY award to PBCS and pathways Partners have flexibility in system design within parameters Partners incorporate educator feedback into their specific design NSNO and TNTP providing differentiated support to partners based on need and organization size

5 Aligning with Louisiana’s Plan to Ensure Equitable Access to Excellent Teachers
LDE 2014 survey on teacher prep Teacher residencies in state plan Partnership with Relay Residency Program in TIF grant 17 Relay residents started working at TIF schools this fall NOLA TIF provides funds to offset the costs for schools to hire a pre-service resident teacher

6 Partnership with Relay Graduate School of Education
Two programs provide key supports to TIF schools Relay Residency: Gradual release model to train novice teachers under guidance of experienced mentor teacher Relay National Principals Academy Fellowship (NPAF): Year-long fellowship to train leaders on Data-driven instruction High-quality observation/feedback cycles, and Effective professional development

7 Collaboration with TNTP to Maximize Project Effectiveness
In the first year of the grant, TNTP has supported CMO and school partners in the following ways: PBCS and Career Pathway Design and Modeling Sophie B. Wright & Success Prep Re-design and Calibration of Teacher Observation Rubric New Orleans College Prep Research and Feedback for Leadership Pathways KIPP New Orleans & FirstLine Schools Research and Analysis of Student Achievement Measures FirstLine Schools Teacher Culture Survey Administration and Analysis All TIF Partners Recommendations for incorporating state test data into evaluation Collegiate Academies 8

8 Improving Educator Effectiveness and Student Achievement
Student achievement is at the center of NOLA TIF Student achievement Observation and feedback Specific development goals Differentiated PD Teacher leader opportunities Compensation that rewards effectiveness Improved retention

9 Increasing Cost Share to Support Sustainability
Partners must commit to covering an increasing portion of PBCS costs over time All partners must implement the PBCS by Year 3 of TIF When partners first implement PBCS, TIF covers 75% regardless of grant year TIF support is reduced by 10% each year in subsequent years of the grant, requiring partners to take on an increasing cost share (see example below) Grant Y1 Grant Y2 Grant Y3 Grant Y4 Grant Y5 NOCP 75% 65% 55% 45% 35% FirstLine Schools
