2 VETERANS PRIORITY OF SERVICE
Priority of Service entitles covered persons, including Veterans and eligible spouses of Veterans, to take precedence over non-covered persons in obtaining services. A covered person receives access to service or resources, before non-covered persons; or if the service or resource is limited, covered persons receive access to the service or resource instead of or before non-covered persons.

3 WHO IS COVERED? Eligible Veteran - A person who served at least one day of active duty and was discharged or released under conditions other than dishonorable, as specified in 38 U.S.C. 101(2) Eligible Spouse -    Spouse of a veteran who died of a service-connected disability. Spouse of any Armed Forces member serving on active duty who, at the time of application for assistance, is listed in one or more of the following categories for more than 90 days:  missing in action, captured in line of duty by a hostile force, or forcibly detained in the line of duty by a foreign government or power.
