4 Objectives Increase stakeholder engagement in advancing fields of study in Public Health Systems Research (PHSR) with a special focus on Public Health Finance Increase dissemination of key public health systems research findings to strengthen decision/policymaking Increase literature on public health finance topics Increase opportunities for structured dialogue on both topics Attract a broader mix of stakeholders (policymakers, scholars, practitioners, scientist, etc)

..….advancing out of the necessity to understand the composition, utilization, and impacts of the finances that fund all components of the PUBLIC HEALTH SYSTEM

6 Justifications “Efforts at systematic nationwide studies of financing for public health have failed because of their exclusive focus on the budgets of state and local public health agencies rather than the funding of the public health system” “Almost no data are available on how much would be needed to adequately build and sustain the necessary public health infrastructure” “…Lack of systems of accountability to ensure quality and availability of public health services” The Future of Public Health in the 21st Century, 2003

“Unlike the medical care system, there is little research and relatively few measures for studying how well the public health system operates.” Center for Studying Health System Change, 1996 “There is little scientific evidence about what constitutes effective public health departments.” Bialek, 2000 “The vast majority of the nation’s health research resources have been directed toward biomedical research endeavors that cannot, by themselves, address the most significant challenges to improving the public’s health”.
