Single police force (from 8) Single Fire & Rescue Service Christie Report - Public Sector Reform 2011 A longer-term strategic view of the future shape and nature of public services should be developed. A two-year pay freeze from "as the first essential step to constrain growth in the public sector pay bill". The number of public bodies should be further reduced. Immediate work should be undertaken to review whether all free or subsidised universal services should be retained in their current form.

The challenge has been neatly encapsulated by the NHS Confederation (2010) Integration based on outcomes not targets Integration based on cultures not structures Integration based on place not organisation Integration based on delegation not transfer of functions Integration based on clinical and professional engagement.

8 Parliamentary debate Cabinet secretary announcement includes many of the points in ADSWs proposal Consensus across parliament that integration is a good thing Not picked up much in the press But as ever, the Devil is in detail Briefing controversy Lots of mentions Grumbling Support from Minister in closing speech

We believe it should be founded on a few national outcomes Delivered through local partnerships Governed through community planning Accountable to local and national leaders
