Correspondence from Inspector’s 2015
Inspector – 1st June 2015 Two main concerns Allowance for windfalls Unmet housing need arising in Coventry Concluded that for these reasons the Plan is not sound and suggested that Plan should be withdrawn Inspector – 26th October 2015 “on the basis of the further joint work recently undertaken, the commitments made by your Council in terms of meeting identified housing needs in full and the amended timetable for additional work, I am able to confirm that the examination is suspended until May 2016.”

Risks of not progressing the Local Plan
Risk that we will: Lose appeals outside the Green Belt Have difficulties in justifying and delivering infrastructure Fail to deliver much needed development within the Green Belt Miss opportunities for economic growth Have increasingly out of date planning policies Face government intervention in planning process: priorities could be authorities Without a local plan in place Which have not kept policies their plan up to date where there is under delivery of housing in areas of high housing pressure

Consultation with Town and Parish Councils?
Extensive consultation during preparation stages Once Plan submitted, the process is managed by the Inspector: it is for him to decide whether our modifications are sound Requirement to progress fast (submit modifications by May) Identify housing requirement (October) Assessment of possible sites (Sept/Oct/Nov) Establish overall distribution (Oct/Nov/Dec) Confirm proposed sites and other amendments (January) Approve proposals for consultation (February) Opportunity for all to respond through consultation

Coventry and Warwickshire MOU
Coventry’s total unmet need = 17,800 ( ) or 890 dwellings per annum

Modifications (1) DS6 Housing Requirement
Submitted Plan indicated a requirement of 12,860 dwellings (714dpa) ( ) Now needs to be adjusted to Take account of revised local need (Objectively Assessed Need = 600dpa) Take account of redistribution = 332dpa Proposed New Level Housing Growth = 932dpa or 16,776 dwellings 2011 to 2029

Modifications (2) DS7 Sources of Housing Supply
Supply needs to be adjusted to Reduced windfalls allowance (was 2485, now 1134) Ensure flexibility of supply (inspector's requirement) Increase contribution towards Coventry’s shortfall from 108dpa in the submitted plan to 332dpa

DS7 Meeting the Housing Requirement
The housing requirement of 16,766 new homes between 2011 and 2029 will be met from the following categories: Sites completed between April 2011 and March 2015 1483 Sites with outstanding planning permission at 1st April 2015 5161 An allowance for windfall sites between April 2015 and March 2029 1134 Small Urban sites 230 Consolidation of employment areas and canal-side regeneration 200 Sites allocated in this Plan 9,369 Total 17,577

Modifications (9) Master-planning and site delivery
Policy DS12 amended to ensure sufficient land is available for secondary education in Warwick and Kenilworth Policy DS15 amended to require comprehensive approach to all strategic sites Policy DS NEW1 added to require strategic and long term framework for area to south of Coventry Policy DS NEW3 added to require master-plan for Woodcote House, Leek Wootton Active support for major site delivery e.g through the Major Sites Officer

Infrastructure Delivery Plan
As a consequence of the new allocations included in the Local Plan (including the Asps/ Gallows Hill) further strategic infrastructure matters are identified in the IDP including the following key matters :- Strategic Transport /Highway Improvements Educational Infrastructure Health related Infrastructure

Next Steps Consultation: representations on soundness
Until 22nd April Focus on Table of Modifications and modified Policies Map Consultation: Offer of face to face briefings 5th April (morning) 6th April (morning) Telephone conversation any time Collate consultation responses during April and May Submit modifications and consultation responses to Inspector – late May, early June EIP hearings recommence in September or October complete by Christmas Inspector’s draft findings - late 2016 Further consultation on any further modifications – early 2017 Inspector’s final report Council decision to adopt

Soundness NPPF (para 182) Test of Soundness
Positively prepared – the plan should be prepared based on a strategy which seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development Justified – the plan should be the most appropriate strategy Effective – the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities Consistent with national policy – the plan should be enable the delivery of sustainable development in accordance with the policies of the NPPF

Strategic Transport / Highway Matters
500 car park and ride facility agreed within Asps site arrangements. Europa Way Corridor – Parts 1 and 2 dual carriageway provision and key roundabout improvements (£1.6 million from Asps and Gallows Hill) Dual carriageway links between A46 Thickthorn grade separated roundabout and Bericote signalised roundabout. Possible dualing required south of Bericote dependent on housing options. A45/Kenilworth Road - Widening of the southern approach along with the optimisation of signals A429 Kenilworth Road/ Stoneleigh Road/ Gibbet Hill Road - Widening and further capacity improvements A452/Birches Lane (Kenilworth Gyratory) – Widening (including southern and western section of the gyratory) and increase to 3 lanes on the A452 westbound approach Kenilworth Road/Westhill Road - Widening of the existing roundabout circulatory to two lanes along with all of the entry arms. Lillington Avenue/ Lillington Road roundabout - Introduction of a segregated left turn from the A445 WB approach to, and general widening of, the Lillington Avenue / Lillington Road roundabout

Strategic Transport / Highway Matters
A452 east of Thickthorn Roundabout - Inclusion of A452 dual carriageway scheme Kings Hill Lane - Improvements to junctions at each end (Stoneleigh Road signalised and minor widening at Green Lane Junction) Stoneleigh Road - New access junction to potential Kings Hill site via Stoneleigh Road, two new access junctions onto Green Lane for the Kings Hill site A46/Stoneleigh Road and Dalehouse Lane roundabout Implementation of a scheme which utilises the existing bridge for the southern section of a new grade separated priority roundabout. Larger access junctions to the Kings Hill site via more significant junction arrangements. Widening to two lanes for majority of Stoneleigh Rd eastbound between Kings Hill Lane and Dalehouse Lane.

IDP – Education related Infrastructure
Secondary Schools significant contributions from allocations towards school solutions in Kenilworth/ South of Coventry re-location of Kenilworth schools to Southcrest Farm. Potential new schools at Kings Hill (depending on outcomes of joint assessment with Coventry) A substantial level of funding (including from the Asps and Gallows Hill) and land have been secured to deliver expansion of school places south of Warwick and Leamington (expansion of Myton and Campion, plus the potential for a new school on secured land) North Leamington School to be expanded Primary Schools include a new school at North Milverton, significant contributions for a new primary school at Grove Farm , new schools at the Asps and Kings Hill improvements to increase capacity at Budbrooke village school Potential new school at Westwood Heath (depending on outcomes of joint assessment with Coventry)

Health Infrastructure
Acute / Hospital care Additional £1.4m from the Asps / Gallows Hill secured (over and above £4.4m already secured from planning approval s) other contributions will follow from other allocations discussions / co-operation with South Coventry Healthcare providers about augmenting services in relation to south of Coventry sites (joint strategy) GP services Exact nature of further improvements under discussion with the CCG (the CCG are currently reviewing their approach) £2.2m already secured from planning approval s. Significant contributions from the Asps and Gallows Hill agreed.
