1 Sons of Isla del Sol (“SIS”)
IDS-based terrorist group. Originally founded to force independence from Iberian colonial rulers. July 2011: SIS breaks into 2 factions: Moderate and Dissident Factions SIS Moderate Faction: Lead by Cesar Beltran Sought political solution to IDS independence Renamed Isla del Sol Patriots Party (“PPI”); PPI now leads independent IDS coalition government under Prime Minister Cesar Beltran. 2 Sons of Isla del Sol (“SIS”)
SIS Dissident faction: Led by Ricardo Diaz. 1,000-1,200 member. Based in IDS, clandestinely supported and trained by SON. Turned to criminality for funding. Engaged in terrorist attacks and robbery on land, and piracy / robbery at sea. Weapons: Small arms, IED, VBIED, RPG, MANPADS, crew-served weapons on boats. Tactics: Full-moon night operations; Limited electronic comms; Kidnapping for ransom: $$ used for local support; Mother ship with multiple dhow attack boats extend range and capability; Operate from remote port areas; Use local IDS villages, caves and mountains for sanctuary EXERCISE

3 Mohajerani Criminal Gangs (‘MCG”)
Organized “Mafia-like” criminals drawn principally from ethnic Mohajerani community throughout Pacifica. Operate transnationally throughout Pacifica, MCGs are subdivided into urban-based “families” founded on blood relationships. Al-Junub MCG “family” based throughout southern Pacifica, including on IDS. Profit-motivated – not ideological. MCGs engaged in: Piracy / robbery-at-sea / hostage-taking-at-sea; Human trafficking; Prostitution; Gambling; Smuggling, including arms; Extortion / Money-laundering; Drug trafficking. EXERCISE

4 SIS and MCG Pirate Vessels
Both SIS and MCGs use boats of a various sizes, shapes and capabilities: Match boats of local fishing fleet; Range up to 600 km from IDS; Conduct piracy, robbery-at-sea and kidnapping. Usually a dhow mother ship and several swift attack skiffs. Dhow mother ships: Larger and broader than attack skiffs; Up to 10 meters in length; Used to refuel skiffs; At sea for several days at a time. Skiffs: Twin engines; Speeds up to 30 knots; Normally, 2 skiffs and 1 whaler are towed by dhow “mother ships” until time of attack. EXERCISE
