2 A Quick Look Into Sanitation
Majority of Afghans (68 %) have Latrines but Unimproved Mainly In the Forms of Vaults and Pits

3 Improved Sanitation Only 13 % improved latrines:
Double vault composting latrines, VIP and Ventilated Improved Vault Latrines , Pit latrine Pour Flush and Flush Latrines emptying into Pits, Septic Tank, and Small Scale Sewers Ecosan latrines

5 OD 19% ( 25 % Rural , Urban Negligible)

6 Traditional Subsidy Based Approaches Didn't Work in Afghanistan
Experience Showed: No single ODF village reported Poor Latrine utilization Latrines after construction observed to be used as storage of goods Sanitation remained low profile- Low funding

7 CLTS in Afghanistan CLTS, introduced in Afghanistan in 2010
Started on piloting base by USAID supported Afghan Sustainable Water Supply & Sanitation (SWSS) project in cooperation with the MRRD piloted this approach in six provinces (14 Districts) Result was promising 611 villages Converted to ODF, however no post ODF follow up Sustainability ???

8 Afghan Context - CLTS as the Best Sanitation Practice in Afghanistan

9 AC-CLTS MRRD /with UNICEF Support adapted CLTS in Afghanistan Context
Adapted CLTS is a mixture of Original CLTS approach plus Hygiene education for both male and female Existing latrine improvement New latrine construction Implementation started in 4 provinces in 2013 and later expanded The approach was found best for rapid behavior change resulting in ODF environment and Better latrine use having hand washing stations

10 Progress mid 2013 to 2016 (MRRD) ODF certified and declared
Newly built latrine Improved latrine FHAG members trained on hygiene Men trained on hygiene 451 3,129 28,351 6,738

11 Key Challenges & Lessons Learnt
Excreta management and using fresh excreta as fertilizer in the field Security Knowledge/capacity gaps Under staffing at sub national level Lessons Positive roll of Natural Leaders and FHAGs No-Subsidy worked well AC-CLTS led to ODF villages, improved hygiene and sanitation in Afghanistan

12 Way-forward & Sustainability
Scaling up ACCLTS in high OD provinces towards achieving ODF Afghanistan by 2025 Joint efforts of line Ministries, NGOs and private sectors’ for ending OD Strong focus on excreta management component of ACCLTS Promoting partnership with CSOs , national and INGOs ACCLTS has included composting issues in its implementation and builds on people experience
