In his report in 1996 on the current trends in political research prominent political scientist J L Kermon «tendency to its thematic fragmentation , which, according to him, is ballanced by the growing importance of the research been done in public policy , due to the connected to it - newly discovered concept - of governance» (Klingemann Х-D, 2007) Importance of public policy concept - as a new tool and a new framework of analysis - is recognized by all the researchers in political sciences as a new discipline, and not only as one of the ‘fields of political studies’, but as a new paradigm of analysis of political phenomena, which allows , to ‘keep it together’ and prevent from ‘falling apart’ into several pieces . This is ‘Public Policy’ concept, that is ‘responsible’ for emergence of the concept of governance which happened to be so effective, that it is now been used in practically all social sciences : economics, management, state governance , sociology and political sciencies.
