4 ENABLING ENVIRONMENT National Strategic Framework on HIV Response (MoHSS) HIV & AIDS NATIONAL Policy tor the Education Sector Education Sector Policy on the Prevention and Management of Learner Pregnancy (reviewed 2012). M&E instruments for various programmes are in place at National, Regional and School levels.

5 MONITORING & EVALUATION ACHIEVEMENTS
PROGRAM QUALITY ASSURANCE DIRECTORATE: At national level and cascaded at regional and school levels. Inspectors of Education at National and Regional levels to oversee the implementation of government programmes, such as: Curriculum implementation, Hostels and School feeding programme, Special Education for psycho-social support, Orphans and vulnerable learners support, just a few. Professional Development personnel (Advisory services) at National and Regional levels to monitor teachers’ teaching skills and enhance their capacities.

7 MONITORING & EVALUATION ACHIEVEMENTS
School boards are in place oversee the governance and functioning of schools. Learners Representative Councils for secondary phase learners: voice for students. School Self-Evaluation done every October to inform next school programmes. National External School Evaluation (NESE) Program & Reporting Regional Internal School Evaluation (RISE) & Reporting

8 CHALLENGES OF MONITORING AND EVALUATION
Budget allocation for M&E always not sufficient. Time constraints for field M&E activities. Competing activities at all operating levels, disrupting the implementation of M&E calendar. EMIS system not linked to or with offices and schools, hence manual fed. DATA not readily available. In some cases, data from schools not reliable.

9 CHALLENGES OF MONITORING AND EVALUATION
Long traveling distances in some parts of the country. Poor and deep sandy road network in far remote areas limit accessibility to schools.
