2 PPRE Overview Replaces earlier guidance on contingency planning for refugee emergencies Aligned with the current IASC Emergency Response Planning (ERP) approach Based on the principle of partnership Provides guidance on facilitating CP process with multiple partners

16 August, 2013, per IOM/FOM 056/2013

4 Objectives of the PPRE Achieve systematic preparedness for refugee emergencies at field level Early context-specific contingency planning - before the emergency Respond to new refugee emergencies quickly and effectively Focus on key operational protection and assistance strategies.

Refugee Emergency The PPRE preparedness process… TO APPEAL Scenario-Based Contingency Plan Serves as the basis for the response plan and the (inter-agency) appeal at the outset of the emergency CP Process 2-4 Weeks TO OPS PLAN Advanced Preparedness Actions (APAs) Implemented when determined as necessary by the Risk Analysis Risk Analysis Minimum Preparedness Actions (MPAs) Done all the time by country offices, and Regional Offices / HQ, as a foundation for emergency preparedness

7 Key points on the MPAs The focus of the PPRE approach is on general preparedness everywhere, and more advanced preparedness measures where needed. This general level of preparedness is guided by the checklist for Minimum Preparedness Actions (MPA) These MPAs are to be taken regardless of level of risk, and are not linked to a need for contingency planning.

8 The MPA checklist covers actions in 5 key areas:
Management, Coordination and External Relations Protection Basic Needs and Services Supply Administration See Handout: MPA Checklist

9 After reviewing the actions detailed in the MPA checklist, answer the following question

10 The MPA checklist: Required by all offices everywhere
Is not resource intensive Should result in achieving the minimum level of preparedness required for the organization Provides groundwork for knowing when to initiate the Advanced Preparedness Actions (APAs)

12 Risk is systematically analyzed using two factors:
Impact – How bad would a particular refugee influx scenario be? and… Likelihood – What are the odds that the emergency scenario will actually occur?

13 These two factors are defined and given discreet levels of 1-5

If routine risk analysis using the PPRE model indicates a medium or high risk of a refugee emergency, then the Advanced Preparedness Actions (APA checklist) must be considered. 18 The APA checklist: Should lead to an increased level of readiness to respond Identifies actions that will facilitate the emergency response during the initial phase of an emergency Requires development of a scenario- based contingency plan

Setting a context-specific response strategy Analysis of needed resources An appropriate and timely protection response for refugees (incl. assistance) Capturing decisions taken during UNHCR - led planning process with multiple partners A concise document, of 20 pages or less Consistency across different countries.
