1 SESSION 6: DATA COORDINATION TOPICS
SDCG-12: ESA ESRIN, 4-8 September, 2017

2 SDCG Review and Way Forward
Element 1: A coordinated global baseline data strategy for EO acquisitions – Core data acquisition and production Work with CEOS agencies to acquire data and produce products to support forest monitoring activities Given current core data availability, focus shifts to interoperable ARD optical at-surface Reflectance, SAR Gamma Naught and higher level products Element 2: A coordinated strategy for national data acquisitions – Data access and delivery Access and delivery of data to countries Shift to space data services rather than delivery of products on media Element 3: Data Supply in support of GFOI R&D activities – All data for R&D and for product improvement Support GFOI R&D activities to improve MDG and CB activities Actively serve as bridge between CEOS product development and GFOI R&D in support of MGD and CB

3 SDCG Review and Way Forward
LSI-VC provides access to CEOS agency product development teams GFOI provides access to global forest monitoring user requirements Data Coordination provides the formal bridge between the CEOS agencies and the user community To succeed Data Coordination needs to be tightly coupled with the MGD and CB teams, so they can communicate data requirements to CEOS agencies. This synergy is increasingly important as the transition to the delivery and use of higher level products continues This transition should result in lower costs to countries and improved products.

4 SDCG Leadership and Guidance
Need Robust leadership team CEOS agency leadership – co-leads ESA stable USGS at risk JAXA provides SDCG R&D lead Logistical stability and leadership - Symbios GFOI Guidance – Advisory Group Update mandate

5 Space Agency Approach to GFOI Phase 2 Sep 2017
Stephen Ward, SDCG EXEC for CSIRO/NASA SDCG-12: ESA ESRIN, 4-8 September, 2017

6 Agenda item Catch up on and comment on the definition of GFOI Phase 2
Take stock of leadership and capacity changes Establish common understanding as to the key issues for success for the Data Component and benefits for CEOS agencies

7 Phase 2 – what we know and don’t know
Greater emphasis on countries. Australia emphasising the MGD and REDDCompass Space Data Component now the Data Component Less emphasis on supply - more on discovery, uptake, application (tools…) reflects trend in SDCG Work Plan anyway Data User Advisory Group (slow progress) Broader Leads participation: ESA (R&D), UK, Germany Renewed funding from Norway and Australia with expansion in core capacity in Office. Moderate budget expansion (est $1.5Mn) No DUAG Chair or reps proposed (CEOS, REDD+ countries, partner organisations, technical experts) Nov 2017 meeting suggested…. !

8 Phase 2

9 Phase 2

10 Phase 2 – Data Component mission
Works to influence the space data community to ensure the systematic acquisition and ongoing availability, in light of increased volume, frequency and variety of data Provides a forum for collaboration and coordination on the development and availability of tools for data access, processing, integration and storage Considers options and approaches for the delivery of Analysis Ready Data to meet countries’ monitoring purposes in the context of rapidly increasing data availability and limited internet connectivity Continue to implement the GFOI Space Data strategy Facilitates access to data and tools to support the activities of the Capacity Building Component, including training and system development support Works with the R&D Coordination Component to identify new science and technologies needed to support improved methods for using datasets and tools With the MGD Component - develop and maintain neutral guidance to allow countries to consider, select and use appropriate datasets & tools to meet their monitoring requirements. Supports the GFOI R&D Programme with dedicated satellite datasets.

11 Upcoming leadership & capacity changes
Closure of SEC and USGS ramp down leaves Frank-Martin alone ESA R&D Lead TBA Reps with capacity for DUAG TBA Significant CEOS attention to definition and operation of DUAG necessary

12 Discussion Questions and comments from all SDCG agencies on Phase 2
Adapting to new capacity realities Moving on from global baseline to exploitation, tools…. DUAG issues and preparation

13 CEOS LSI Rationalisation Sep 2017
Stephen Ward, SDCG EXEC for CSIRO/NASA SDCG-12: ESA ESRIN, 4-8 September, 2017

14 Background and status Ongoing discussion for years around opportunity – USGS the driver Agencies represented in LSI, SDCG, GEOGLAM keen Side meeting at Brisbane Plenary – trial meeting agreed as way forward Discussion Paper followed Leadership telcon 22nd Feb – strong consensus to proceed and assumption ‘it will happen’

15 Objectives A more holistic approach to overall requirements and observing strategy Efficiencies in travel and representation

16 Meeting Cycle & Calendar
‘Forest’ and ’Ag’ teams have to continue to engage with their constituencies and motherships SDCG meeting cycle constraints: attending annual GFOI Plenaries; week prior to SIT TW ($$) GEOGLAM meetings less frequent Propose following baseline annual cycle:

17 Trial Meeting format

18 Joint sessions Wed am Mission updates ARD MRI Thurs pm
Global Data Flows FDA and pilots Requirements and integrated strategy Fri am Report on SDCG (and any rationalisation) Way forward: tasks, meetings, representation

19 Issues raised in Vietnam…
SDCG Leadership changing For GFOI purposes, best to keep ‘SDCG’ name at least for external purposes? Keep identity for purposes beyond CEOS - even if known as LSI ‘Forest Team’ Evolve to integrated/clustered reporting to key CEOS meetings (keep GFOI and GEOGLAM reports but with LSI reports)?

20 Discussion Topics Questions & comments from all SDCG agencies
Specific prep for next few days & issues
