5 Federal Lands Access Program (FLAP)
Downtown Estes Loop Includes US Highway 36 and Local roads Total Cost estimate $17.2 Million Federal Lands Access Program (FLAP) The Federal Lands Access Program (Access Program) was established to improve transportation facilities that provide access to, are adjacent to, or are located within Federal lands. The Access Program supplements State and local resources for public roads, transit systems, and other transportation facilities, with an emphasis on high-use recreation sites and economic generators

8 North I-25 PROBLEM: CDOT was applying for $90 million in federal natural disaster relief funds for improvements on N I-25 Match required is about $15 million CDOT could afford ~ 1/3 of the match Larimer County and Weld County had to come with the other 2/3 in local match funds.

9 SOLUTION – Share back agreement with County Road & Bridge Mill Levey
North I-25 SOLUTION – Share back agreement with County Road & Bridge Mill Levey LarCo increase R&B levy by 0.4 mills (reduced general fund levy by same amount By Statute, ½ of any R&B mill levy must be shared back with the municipality where it was collected. All 8 municipalities in LarCo agreed to return their incremental increase in the mill levy revenue to the County for I-25 improvements Estes Park is the only municipality not on the I-25 corridor, but still participated

10 North I-25 OUTCOME State did not receive the Federal Grant but plans for improvements are moving forward including the local match funds for the project
