2 Some General Observations
Smart Metering may be considered to create an infrastructure which enables an improved provision of information. Smart Metering is an essential stage towards Smart Grids. Smart Grids will use this information to ensure a secure and efficient operation of the respective system. Regional pilot projects are already existing. Different regulatory requirements need to be covered, e.g. data originating from a meter are subject to some national regulation who owns the data varies from country to country Standards are a prerequisite for the efficient introduction of the Smart Metering / Smart Grids technology.

3 Potential input and study items for ETSI (1/2)
Issues arising from the work on EC Mandates M441 (Smart Meter) Issues arising from the work on EC Mandate M436 (M436 is about RFID but maybe synergies for security, privacy) Issues arising from the work on EC Mandate M 462(in the field of ICT to enable efficient energy use in fixed and mobile information and communication networks) Access to communication resources Data in the network can either be sent as small chunks or in a continuous flow Implications of IoT Governance, e.g. identity, interoperability, interworking Implications on security & privacy Implications on addressing, naming, numbering, routeing Aggregation and handling of zillions of data sources in the network. 

4 Potential input and study items for ETSI (2/2)
a) SmartGrid requires control/influence on the electrical load, so harmonization of standards for (home) automation and future electric-vehicle charging need to be considered. This control aspect is sometimes considered together with SmartMetering although it is a separate topic b) Many aspects of related standards are handled in widely distributed bodies at national and international (and de facto) levels, requiring changes to (some ) processes before harmonization can occur efficiently c) the timescales for different parts of the standardization, and indeed in different industry segments (consumer vs electricity generation) are very different and this hampers (b) d) use of public networks for communications of national importance has to be carefully considered e.g. TETRA is used instead of GSM for emergency services communications e) security and reliability aspects of the network are of paramount importance because errors can impact millions of people (not just a few people/devices in a direct communication)

5 Short Summary of Expected TISPAN Work
Analyse the impact on the network TISPAN needs to understand if the TISPAN network fulfills the requirements or whether updates, optimisations or new features are needed.
