2. MUSC Faculty Senate Introduction to Mission Vision
The mission of the MUSC Faculty Senate is to represent the views, needs, and interests of faculty in the educational, research, and service programs of the university.
Vision
As the representative body of the Medical University of South Carolina faculty, the Faculty Senate is the faculty voice whose recommendations reflect and advocate the faculty's collective interests to further the university's mission.

3. Board of Trustees Bylaws Article VI, Section B
The Faculty Senate of the Medical University acts as the sole representative body for organizing and executing the business of the faculty submitted to it by members of the faculty, the administration, or the Senate itself. The Senate advises the administration and the faculty in matters pertaining to the faculty.

The Faculty Senate serves as the voice of the faculty. In accordance with its vision and as permitted by state law, the Faculty Senate serves as an advisor to the administration in ensuring the success of the University's mission in teaching, research, and service.

5. Faculty Senate Activities
The Senate meets on the 2nd Tuesday of every month from 7:45 to 9:00 am
The Executive Committee meets on the last Thursday of every month from 7:30 to 9:00 am
The Standing Committees meet every month (variable dates, times, locations)
The Electoral Unit Committees meet as requested by their Unit representative
Senate representation on many University-wide committees, and episodic workshops throughout the year

6. Roberts Rules of Order (1)
Common rules allow everyone to be heard and democratic unambiguous decisions to be made
Members rule, and have the final say; silence means consent
Call to order
Establish quorum
Approval of minutes
Officer reports

New business
Adjournment
The agenda and all reports are just recommendations; any member can make a motion, and debate begins!

7. Roberts Rules of Order (2)
After recognition by the chair, members speak to items of information, propose motions, and/or debate motions
Motions are made from the floor and should be affirmative
Motions must be seconded, and restated by the chair
Members debate the motion; mover speaks first; all debate is directed to the chair
Anyone who has not spoken gets recognized first
Chair will alternate between pro and con

8. Roberts Rules of Order (3)
Debate may be interrupted by Point of Information, Point of Order, or Motions to Amend, Commit, Postpone Indefinitely or Table
Voting on a motion; those in favor say "Aye", those opposed say "No"; abstentions are noted
Voting may also be by roll call, by general consent, or by ballot
A majority is required to pass or reject a motion
Passed motions may be subject to Motion to Recall (from committee referral) or Motion to Reconsider (for further information)

9. Executive Committee
Composed of one Senator from each of the seven Electoral Units, the Officers of the Faculty Senate, and the immediate Past President (non-voting, consultative member)
The Executive Committee member from each Electoral Unit is elected by the Senators of that Unit
The President-Elect, Vice President-Elect and Secretary-Elect are non-voting members of the Executive Committee from July through September
The Executive Committee may go into executive session when discussing sensitive issues

10. Executive Committee Charge
Appoints Senators, Alternates and qualified faculty to the Standing Committees; appoints Senators as chairs
Initiates and dismisses ad hoc committees as needed
Appoints Senators, Alternates or qualified faculty to represent the Faculty Senate on University-wide committees
Facilitates communication among University administration, the Senate and faculty by meeting with the President and College Deans as needed
Advises University administration on behalf of the Senate when immediate action is needed

12. Communication and Education
Collaborates with other standing committees to inform faculty of issues
Informs the faculty about the work of the Senate through organized activities such as workshops or retreats addressing specific themes, i.e., faculty mentoring, tenure, interpretation of contracts, sabbaticals, intellectual property
Maintains the Faculty Senate web site and ensures that Senate activities are published in University publications.

13. Faculty and Institutional Relations
Considers issues pertaining to negotiations and procedures that generically apply to individual faculty, such as formulation of contracts, tenure/post-tenure review, promotions and rank, equity, sabbaticals, conflicts of interest, means of grievance
Accepts and evaluates requests to change the Faculty Handbook

14. Governance Governs the proceedings of the Senate
Conducts elections of Faculty Senate officers and members, calls for nominations, certifies eligibility of faculty for election, and maintains appropriate records of elections
Reviews the Faculty Senate’s governing documents and recommends changes to these documents as needed
Interprets the provisions of the Constitution and Bylaws
Codifies changes or amendments to the Constitution and Bylaws as needed

15. Institutional Advancement
Monitors major trends in the life of the institution
Tracks progress of action items discussed in the Senate throughout the administrative channels of the University
Participates in strategic planning for the University
Requests that the Faculty Senate take a position or act on issues of general interest, i.e., collects information and reports on major building activities, and on creation, development, or discontinuation of major units or departments.

16. Electoral Unit Committees
Consist of all elected Senators and Alternates from an Electoral Unit
Immediately after Senate elections, elect a representative as a member of the Executive Committee for a one-year term, and submit candidate to the Governance Committee
Facilitate communication among the Faculty Senate and the Dean and faculty of the Electoral Unit
Receive requests for Senate action from Electoral Unit faculty. Decide whether the Faculty Senate should be involved in such action. If not, the Committee responds to the request directly
