1 Metro North Railroad 2017 C3RS for M of W

2 M of E and M of W signed the IMOU on January 19, 2016.
C3RS Begins at MNR M of E and M of W signed the IMOU on January 19, 2016. Management and union reps met with the FRA on March 1st, 2nd, and 3rd for PRT training. The week of April 11th 2016, C3RS was rolled out to participating members. The “Go Live” date was April 18th, 2016. Metro North Railroad

4 Rollout Process M of E and M of W forces are spread throughout the territory. The rollout was a week long process. Collaborative teams of management and represented employees (along with the FRA) spread out across locations and shifts to spread the C3RS word. Meetings took place at work locations and C3RS was discussed in an open forum. C3RS Packets were distributed as well as lanyards to provide visibility for the program. Metro North Railroad

5 Rollout Process We had the benefit of Transportation rolling out C3RS prior to us, so many employees we were reaching out to were previously aware of it. The majority of the reception was positive. Even with the positive nature of the Transportation rollout, there were some employees resistant to the idea. Customer Service and Stations rollout scheduled for the first quarter of 2017. 7 M of W Experience So Far Communication between departments is less than sufficient. Lack of attentiveness, “complacency”, from workers on the right of way. Poor working practices exercised in favor of “getting the job done”. Metro North Railroad

8 M of W Corrective Actions in Development:
Periodic inspections of railroad yard walkways and lighting. More focus on communicating safety rules and procedures, possibly through Job Safety Briefings. Reinforce the importance of communication between all working parties. Utilize “Safety Focus Days” to communicate findings of C3RS PRT, type of incidents that have occurred, and corrective actions. 9 M of W Corrective Actions in Development:
New high voltage electrical tester developed by a vendor for use by Metro-North Power Department and outside utility companies because of concerns with the old testers reported by Power Department employees. Develop supplemental methods to ensure that roadway workers have positive protection when working limits are established. Metro North Railroad
