2. ERF in Pakistan Operated in August 2010
Funded 136 projects in 7 regions and provinces
Total funds received: $ 38.6 million
Total funds allocated for projects: $36 million – 58% natl NGO, 37% intl NGO, 5% UN/IO
WASH received the 2nd biggest allocation: $8.9 million (24.6%) for 33 projects
Reserve fund: $800,000, but no allocation for new projects.

3. What is ERF?
A resource mobilization and coordination tool for clusters;
Funding mechanism for NGOs, UN & IO;
To respond to short-term humanitarian needs;
To mainly address unforeseen disasters, but if required also fill in funding gaps under humanitarian response plan.

4. The Projects Funding limit: $50,000-$250,000
Short-term (max. 6 months) humanitarian activities: life saving emergency needs, establish basic living conditions, strengthen preparedness, and facilitate the return to normal lives and livelihoods.
DO NOT target chronic social problems or long-term development needs.

5. The Projects (contd.) Preference:
From well established organizations in the geographic area;
From organizations with proven credibility and capacity; and
Strong gender strategy.

6. The Partners – NGO, UN and IO
Registered in their country of origin and in Pakistan: registration certificates with GoP, local government, and relevant line ministries
Excellent project track records: Capacity Assessment, Agency Profile, 2 recommendations letters, Financial Audit Reports
Min. 5 years operation and will maintain for a long run in Pakistan

7. The Management
The Advisory Board: provides general guidance, strategic direction and policy issues on ERF management and priorities (3 UN agencies, 3 donors and 2 NGOs)
The Review Board: reviews proposals and provide recommendations to HC for his/ her approval or rejections.
(3 UN agencies, 3 NGOs and 1 TGG/GTF)
The Clusters: will establish Technical Review Team to provide technical input and to advise ERF for further review process.

Clusters to establish a technical review team (TRT): technical staff, and gender expert
TRT to develop criteria for review
TRT to ensure its clear internal communication, coordination and decision making on proposals  at national, provincial and district level.

Applicants to consult draft proposal with cluster (provincial and/or national).
Applicants or cluster to submit proposal to ERF.
ERF to submit the proposal to TRT that will give an official recommendation.
Proposal will be discarded if no response within the given deadline.

Cluster coordinators: Islamabad (4 July), Peshawar (10 July), Karachi (24 July), Quetta (31 July)
NGOs: Peshawar (11-12 July), others after Ied. Priority: national NGOs.

The tsunami flooded coastal areas, wiped away homes and buildings, roads and bridges, water and electricity supplies, crops, irrigation and fishery infrastructure, food and fuel networks. Millions of people have seen their families and communities torn apart. The trauma caused by this devastating catastrophe cannot be underestimated. GETTING EXACT FIGURES ARE DIFFICULT – Compare above with IFRC figures 23 Feb 2005: 286,000 dead; 7,800 missing; 2.4 million affected; 1.64 million displaced; 507,496 homeless.
