Why Mobility Choice Blueprint?
Mobility is a critical element in keeping metro Denver economically healthy and competitive. How do DRCOG, RTD and CDOT align for maximum effectiveness: to avoid stranded investments leverage new cross functional technological advancements What is metro Denver’s post mobility strategy?

Mission Create a joint public/private mobility vision for metro Denver by developing key strategies to leverage our current assets using new technologies and provide an integrated system of the future for all users. Maximizing the investment in the region’s rail transit system will be a top priority. Target options for connected mobility such as transit, personal vehicles, for-profit mobility services, car sharing, ridesharing, bicycling and walking creating choice and moving the region to a convenient, integrated system. Identify strategies to implement more cost-effective solutions for first and last mile access to existing regional transit and address new infrastructure regulatory hurdles. Improve roadway reliability by using new technology to support active traffic management, including express toll lanes, signal coordination, ramp metering, variable speed limits and lane control. Implement public/private jointly identified pilot projects demonstrating proof of concept, cost estimates and joint funding partnerships. Hand-off implementation of identified strategies to existing agencies.

Background June Operations & Customer Service Committee: RTD staff briefed Board regarding proposed Mobility Choice Blueprint study effort. September Financial Administration & Audit Committee: RTD presented Board Report with recommendation to participate with CDOT & DRCOG in the funding of Mobility Choice Blueprint study Each agency’s proposed share: $500,000 This recommended action failed in Committee

Key Issues Key issues identified by some Board Members included:
Desire to assure that the public partners, including RTD, retain a lead role in the oversight of the Study Questions regarding the flow and management of public funds Concerns regarding the level of the proposed dollar amount of RTD’s participation ($500,000) Composition of the Chamber’s Mobility Choice Board

Funding RTD / DRCOG / CDOT Partnership
DRCOG, CDOT and RTD provide funding for technical consulting services to complete Blueprint study: 100% of public funds used for direct study costs Proposed funding share reduced to $400,000 each from public sector partners in response to RTD Board concern. Public funding flows through CDOT (Intergovernmental Agreements (IGAs) between agencies) Technical scope developed by agency staff Extensive public engagement/stakeholder outreach 10 national high-level firms submitted RFIs

Funding (cont.) Private Sector Partnership
All administrative costs, outside of technical study, funded by private-sector, Chamber and Gates Family Foundation Mobility Choice is a program of the Denver Metro Chamber Leadership Foundation (DMCLF), an existing 501(c)3 and will collect private sector funds. Mobility Choice Board will manage privately-raised funds, provide input into study process and assist in identifying pilot projects (and necessary funding) No public funds flow to Mobility Choice or the DMCLF Mobility Choice Board will be expanded in response to RTD Board concern - addition of two other economic development organizations to broaden diversity & geographic representation.

Next Steps Potential RTD Board consideration of revised proposal
Finalize the four-party Blueprint MOU Finalize public sector funding IGAs and contracting structure using CDOT as the vehicle RFP release, proposal review and selection Initiate Blueprint study in summer 2017, with completion by early 2018.
