4 Data Vertical Value Provides the means to organize and characterize data within the IC Common lexicon about data that the IC produces, consumes, and manages. Promotes cross-organizational communication regarding data/information (Understanding) Aides in the identification of data/information gaps and potentially unnecessary duplication. Forms a basis to assess a IC program or investment from a data/information perspective CDM provides common basis for logical and physical data models to promote interoperability between solution architectures through standard information exchanges, potentially eliminating the requirement to develop custom information exchanges. Provides the means to understand the inter-relationships between data-related capabilities and requirements across IC portfolios. Supports architecture-informed portfolio analysis and decision-making (data needs, dependencies, constraints, risks, etc) A necessary component of the IC Core Reference Architecture Describes a key dimension to the services perspective heretofore used to define what it means for the IC to operate as a federation.

9 CDM Level 0 Dictionary Data Vertical DV Definition Activity
Work accomplished by any performer that transforms a resource’s state. Capability The ability to achieve an outcome under specified (performance) standards and conditions through a combination of activities and resources to perform a set of activities. Condition The state of an environment or situation in which a performer performs. This includes constraints and required any pre and post condition necessary for an activity to occur. Guidance An authoritative statement intended to lead or steer the execution of actions. It represents the strategic or tactical direction and policies based on internal and external needs / influences presented through a variety of information artifacts and drive the required capabilities of the organization. Initiative Is a temporary endeavor undertaken to create resources or outcomes. Location A point or extent in space that may be referred to physically, logically or virtually. Measure The magnitude of an attribute for the purpose of assessment. Resource Data, Information, Performers, Materiel, or Personnel Types that are produced or consumed.
